I. Background

- The Green Climate Fund (“the GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community, including the United Nations Framework Convention on Climate Change (UNFCCC), to combat climate change.
- The GCF aims to promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
- The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. The GCF is operated by an independent Secretariat headed by an Executive Director and pursues a country-driven approach in its operations. The independent Technical Advisory Panel ("the Panel"), established through decision B.07/03, reports to the Board through the Investment Committee and conducts independent technical assessments of Funding Proposals against GCF’s investment criteria.
- In the GCF’s proposal approval process, entities accredited to the GCF submit funding proposals to the Secretariat for consideration, with a no-objection from the relevant national designated authority. The Secretariat reviews the funding proposals from accredited entities and performs second-level due diligence on the proposals. The Panel will provide its independent assessment on the expected performance of the project/programme against the investment criteria. The Secretariat sends to the Board for its consideration those proposals whose approval has been recommended by the Secretariat and the Panel. The Board then takes the funding decision.
- The current terms of reference (TOR) of the Panel, approved through decision B.BM-2022/01, are included as an annex to this document. Per decision B.25/09, the composition of the Panel was updated to a ten-member body, with five members from developing countries and five from developed countries, with gender and sectoral balance.
- The call for experts responds to the need to ensure that the Panel is fully staffed at all times, ensuring its smooth operation.Minimum required qualifications and key fields of competencies
II. Minimum required qualifications and key fields of competencies
- GCF is looking for an international expert to serve on the Panel for a period of up to three years. The selected candidate must demonstrate recognized capacity and expertise in the following fields of key competency, supported by successful career experience at a senior level in an international environment with at least 15 years of relevant professional experience, involving:
- Wide technical expertise, operational experience and good understanding of the applied technologies related to the GCF’s result areas:
- Reduced emissions from:
• Energy access and power generation
• Low emission transport
• Buildings, cities, industries and appliances
• Forests and land use - Increased resilience of:
• Livelihoods of people, communities and regions
• Health and well-being, and food and water security
• Infrastructure and the built environment
• Ecosystems and ecosystem services;
- Reduced emissions from:
- Experience applying scientific knowledge in climate change adaptation based on the Intergovernmental Panel on Climate Change (IPCC)’s guidance in reviewing and appraising project proposals in GCF’s result areas;
- Professional experience in the financing, development and implementation of public and/or private sector projects in developing countries;
- Working knowledge of the project management cycle, including origination, implementation, and activity oversight;
- Familiarity with guidance stemming from the United Nations Framework Convention on Climate Change process, the IPCC, and other relevant processes is desirable; and
- Experience in the financial structuring, appraisal, and operation of private sector financed projects in the GCF’s result areas, as well as expertise in gender-sensitive development and economic analysis, are an asset.
- Wide technical expertise, operational experience and good understanding of the applied technologies related to the GCF’s result areas:
- In addition to the above, interested individuals must demonstrate an unquestionable personal reputation, integrity, and ethical behavior throughout his or her professional career.
- The working language of the GCF is English. Fluency in another language, particularly the official language of the United Nations, is a plus.
III. Application and selection procedure

Please indicate your earliest availability to take up the assignment and notice period required, if employed. The closing date for applications is 6 March 2026, 23:59 (KST).
