Department Introduction

This Terms of Reference covers consultancy assignments across all four of GCF’s regional Departments: Africa; Asia-Pacific; Eastern Europe; Central Asia and Middle East ; and Latin America and the Caribbean. These Departments work on origination, pipeline development, and portfolio management across public and/or private sector investments. Consultants engaged under this ToR support the delivery of the investment cycle and contribute to transformative climate adaptation and mitigation impact. Assignments may support any one of the four regional divisions, according to portfolio need and the Consultant’s experience for an initial period of six (6) calendar months.

 

Position Objective

Under the supervision of the Regional Manager, the consultant will provide operational and analytical support to the Regional Team across the project cycle, from country engagement and pipeline development through appraisal and implementation. The consultant will assist in the review of Concept Notes, Funding Proposals and Readiness proposals; prepare briefing notes, analytical summaries and technical assessments; consolidate comments from technical divisions; conduct PROM assessments and sanction screening; and support disbursement requests, project amendments and project documentation, including board publications. The consultant will also maintain project records in internal systems and support portfolio monitoring and reporting, helping ensure the Region's investment documents and decision materials are timely, consistent and compliant with GCF policies.

 

Duties and Responsibilities

The consultant will work under the supervision of the Regional Manager and support the Regional Team in the following areas:

 

1. Investment Operations and Portfolio Support

The consultant will:

  • Support ongoing country engagement and pipeline development activities across the Region’s portfolio.
  • Assist in the review of Concept Notes, Funding Proposals, Readiness proposals, and other investment documents.
  • Prepare analytical summaries, briefing notes, presentations, and technical assessments.
  • Support appraisal processes by coordinating comments from technical divisions and consolidating review feedback.
  • Maintain project information and operational records in relevant internal systems.
  • Support portfolio monitoring, implementation tracking, and reporting activities.

2. Project Cycle Support

The consultant will assist with activities across the project cycle, including:

  • Concept Note and Funding Proposal review processes.
  • Conduct PROM assessment and coordination its process
  • Conduct Sanction screening for all new Concept Note and entities
  • Preparation of internal briefing materials and decision documents.
  • Support for disbursement requests and project amendments, as required.
  • Maintenance of project documentation including board publications.
  • Support for processing of new Readiness proposals and implementation of existing grants.

 

Deliverables

The consultant will deliver:

  • Continuous operational support to the regional team throughout the assignment.
  • Timely analytical reviews and briefing materials supporting investment processing.
  • Updated tracking of regional pipeline and portfolio activities.
  • Documentation of ongoing workstreams, including handover notes and portfolio status reports.
  • A final consultancy report summarizing activities undertaken, outstanding actions, and recommendations for continuity.

 

Required Qualifications and Experience

  • Master’s degree in finance, Economics, Climate Finance, Environmental Management, Development, Public Policy, or related discipline. A bachelor's degree with additional relevant experience may be considered.
  • Minimum two (2) years of relevant professional experience in climate finance, development finance, project finance, investment analysis, or portfolio management. Prior experience in GCF will be valuable.
  • Demonstrated experience and familiarity with GCF Sanction screening, Project Risk Project Risk and Opportunity Mapping to identify, assess, and monitor project risks and opportunities throughout the project lifecycle.
  •  Demonstrated experience in investment appraisal, climate finance operations, or project implementation within international financial institutions, multilateral development banks, development agencies, or similar organizations.
  • Working knowledge of climate finance instruments and investment structures, including grants, concessional loans, equity, guarantees, and blended finance.
  • Strong analytical, organizational, and coordination skills.
  • Excellent written and verbal communication skills.
  • Ability to work effectively in a multicultural environment and manage multiple priorities under tight timelines.
  • Familiarity with GCF operational processes and investment cycle is highly desirable.
  • Fluency in English is required

Integrity & Compliance

  • Consultants must adhere to GCF's ethics and conflict of interest policies.
  • Consultants working for GCF-accredited entities or project-executing entities will not be eligible to review proposals from their affiliated organizations.
  • All Consultants will sign confidentiality and ethics agreements.
