Our talented staff makes unique contributions to the Fund, enriching the institution through their combined expertise and professional commitment.The Fund seeks to engage a Compliance Consultant to carry out the duties and responsibilities and provide support to the hiring unit as detailed below. The assignment is for an initial 57 days over a 3 month period.

 

 

Role

The Department of Risk Management and Compliance (DRMC) comprises the Risk and Compliance units. Combined, DRMC’s function is  to: (a) develop, manage and update comprehensive risk and compliance frameworks, policies and processes; (b) identify, prioritize, monitor and manage actual and potential risks affecting the GCF; and (c) review proposed and actual GCF investments to ensure that they are comply with the Fund’s compliance and integrity policies. This role sits within the Compliance Unit.

 

Under the overall supervision of the Chief Risk and Compliance Officer, the Compliance Consultant will report to the Compliance Manager and be mainly responsible for supporting the sanctions screening automation across GCF programming and institutional activities. S/he will work closely with the Compliance Officers,  Compliance Specialist, interdivisional teams, and the Independent Integrity Unit. 

 

Duties and responsibilities

Under the guidance of the Compliance Manager, the Compliance Consultant will mainly be responsible for (but not limited to) supporting the  sanctions screening automation across GCF programming and institutional activities by:

  • Mapping the sanctions screening process across GCF programming (Funding, Readiness and preparatory support and Project Preparation Facility) as well as institutional activities to ensure that the onboarding, proposals, change and disbursement requests meet the requirements of relevant compliance related policies
  • Reviewing and advising on the technical implementation of the sanctions screening tool
  • Designing a phased rollout plan for the sanctions screening automation for the organization by collaborating with the Department of IT and various 1st LoD-stakeholders
  • Drafting guidance for sanctions screening automation for 1st and 2nd LoD-processes
  • Conducting training sessions for 1st and 2nd LoD on sanctions screening automation
  • Designing a plan for regular Compliance testing of 1st LoD-sanctions screening
  • Providing the Compliance Function with ad-hoc assistance as needed


Required experience and qualifications

  • Master’s degree in law, business administration, international relations or related fields
  • A minimum of 7 (seven) years work experience focusing on AML/CFT, KYC, sanctions & integrity risk management within a financial institutional, professional services firm or international organization and ideally, also experience with small and medium sized financial institutions
  • Experience in Financial Crime/KYC IT-application, data analytics and project management is required
  • Experience in scoping and implementing KYC, sanctions screening system and workflow is preferred
  • Demonstrated expertise in current technologies and system solutions relevant to sanctions and anti-money laundering compliance
  • Professional certification in financial crime prevention (CFE (Certified Fraud Examiner), CAMS (Certified Anti-Money Laundering Specialist), or CGSS (Certified Global Sanctions Specialist) or similar) is desirable as well as in project management such as PRINCE2 or PMP
  • Proficiency in using standard software programs: MS Word, Excel, PowerPoint, Outlook
  • Excellent analytical, writing, presentation and project management skills
  • Keen attention to detail, proven problem-solving skills and ability to collaborate well with others
  • Exceptional organizational and prioritization skills to deal with high volume of work with tight deadlines
  • Fluency in English is essential; knowledge of another United Nations language, in particular French, Spanish, and/or Portuguese is an advantage
