To support this vision, the GCF is seeking highly qualified Portfolio Implementation & Monitoring Consultant with a demonstrable track record of managing a diverse portfolio of private sector investments in developing countries The consultant will be based at the Green Climate Fund (GCF) Headquarters in Songdo, Incheon, South Korea, and will support effective implementation and monitoring of private sector investments.
Position Objective
The Consultant will support the private sector investments through the implementation, monitoring, and review approved projects/programmes. S/he will be responsible for ensuring execution of legal documentation in coordination with GCF legal team, compliance with the legal agreements and Fund policies and procedures, processing of the disbursements and review of the project performance reports. S/he will also make a crucial contribution to the efficient and effective management of GCF’s Portfolio as well as on-going monitoring of the Fund’s Projects/Programmes post approval and disbursement, through implementation and/or completion.
The initial assignment is for a period of six months, with potential for extension based on performance and organizational needs.
Duties and Responsibilities
The expected tasks and deliverables may include but not be limited to:
- Monitor the implementation of the assigned portfolio of projects through reviewing project reports from Accredited Entities (AEs), assessing project’s financial and operating performance, and identifying and proactively managing implementation and performance risks and challenges.
- Coordinate guidance to AEs to ensure timely compliance with M&E reporting requirements as per relevant frameworks such as GCF’s Monitoring and Accountability Framework, and Integrated Result Measurement Framework (IRMF); legal and financial terms and conditions and GCF’s policies and procedures.
- Process the disbursement request in compliance with the executed legal documents and GCF’s policies and procedures.
- Assess the post approval amendment requests from GCF Accredited entities in coordination with the project team, recommend the acceptable amendments to the approving authority and effect the changes to the legal documents in collaboration with legal team.
- Contribute to portfolio analysis and reporting to support effective oversight and strategic management of the investment portfolio.
Deliverables include:
- Funded activity agreement execution
- Disbursement processing
- Post approval amendments review & processing including preparation of the amendment memos for consideration by Investment committee and Board.
- Review of project progress reports and financial and operational performance of the projects.
Reporting and Institutional Agreement
The Consultant will report to the designated Manager in the Department of Asia Pacific and collaborate as needed with the Legal, Risk and Operational Safeguards teams as needed.

Required Qualifications and Experience
- Advanced university degree in economics, business administration, finance, or other relevant fields.
- At least 9 years of solid experience in reviewing and monitoring private sector projects including complex financial transactions.
- Sound understanding of different financial products: loans, guarantees and equity. Demonstrated track record in implementation and monitoring of private sector complex projects including limited partner (LP) investments in private equity funds.
- Ability to work in a multicultural environment with diverse stakeholders at different technical and strategic levels– staff, Board and external stakeholders.
- Exposure to managing a portfolio of projects and experience in international financial institutions and/or multilateral development banks is an advantage.
- Exposure to/knowledge of climate change project issues and/or GCF working modalities is an added advantage.
- Excellent written and oral communication skills in English are essential for this position.
