The Department of Investment Services (DINVS) is issuing a six-month assignment in the Project Preparation Facility (PPF). The PPF Consultant will provide strategic and analytical insights into the PPF and support the processes of PPF application assessment and approval, and post-approval oversight for grants and consultancy assignments. The PPF Consultant will report to the PPF Specialist, and engage with stakeholders within GCF, including in DINVS, Regional Departments and Private Sector Facility (PSF), and at Accredited Entities (AEs) and Project-specific Assessment Approach (PSAA) applicants on PPF.
This assignment is an opportunity for GCF staff seeking to widen their exposure to project preparation mechanisms and to contribute to GCF’s pipeline development with AEs, particularly DAEs, and PSAA applicants. The ideal candidate will be an independent thinker, adept in managing multiple tasks, fostering collaboration across the Secretariat, and engaging with senior management in GCF and at AEs. The PPF Consultant will gain insights into various aspects of project preparation, developing a broad understanding of the linkage between pipeline planning, PPF support, and Secretariat's programming in line with USD-2 targets and country priorities.
Duties and Responsibilities
- Contribute to CN review where PPF support is sought by the AE or PSAA applicant, per Efficient GCF, in collaboration with Regional Departments or PSF.
- Co-lead review of PPF grants and service applications and coordinate inter-divisional review and PPF application approval processes.
- Oversee post-approval stages for PPF grants and consultancy assignments, including tracking of implementation of grants and consultancy assignments, and funding proposal preparation and submission in collaboration with Regional Departments, GCF Procurement and UNOPS.
- Review Readiness DAE Window proposals for alignment with PPF support.
- Prepare PPF pipeline, portfolio and impact analysis and reports for Board, COP, etc.
- Support knowledge management activities, including ongoing PPF research projects: i) peer analysis, and ii) locally led adaptation.
- Engage with Regional Departments, PSF and AEs on utilizing PPF to develop GCF projects, including presentations and learning events on PPF in 1H2026.
- Contribute to the development and operationalization of standard operating procedure (SOPs) and updated guidelines.
Required Experience and Qualifications
- Master’s degree in, environmental policy, economics, finance, sustainable development, agriculture, engineering or a Bachelors’ degree with 2+ years of experience.
- At least four (4) years of relevant work experience in project development and implementation, especially if related to climate change interventions.
- A self-starter and organized multi-tasker who can effectively manage multiple workstreams simultaneously, and anticipate project needs to deliver results.
- Ability to build collaborative working relationships at all levels.
- Excellent written and oral communication skills in English, and IT awareness and skills especially with Tableau, Power BI, Microsoft Excel and PowerPoint, and data management software is needed.
Duration of the Assignment
- The successful candidate for this role will be required to be dedicated to this assignment on a full-time basis.
- This assignment is open for a duration of 6 months, likely starting in November 15, 2025
