Position Objective
The Project Preparation Facility (PPF) supports Accredited Entities (AEs), including Direct Access Entities (DAEs), and Project-Specific Assessment Approach (PSAA) Applicants to prepare high-quality GCF funding proposals through grants and consultancy services.
Role
The PPF Consultant will provide technical and operational capacity to support effective delivery of the PPF’s growing pipeline and portfolio, with a primary focus on portfolio implementation management and associated operational learning. The Consultant will support application review and approvals, legal agreement negotiation, implementation monitoring, disbursement and closure processes, adaptive management, operational improvement, stakeholder engagement and day-to-day partner support, and targeted knowledge and analytical work. The assignment will contribute to timely delivery, strengthened operational performance, and quality project preparation in line with applicable GCF standards and requirements.
Duties and Responsibilities
- Support structured oversight of PPF grants and consultancy services under implementation, including legal agreement follow-up, implementation monitoring, disbursements, amendments/extensions, adaptive management and closure.
- Monitor portfolio performance, identify implementation bottlenecks and risks, and coordinate with AEs, Project Leads, UNOPS/service providers and relevant Secretariat teams to support timely corrective action and delivery.
- Support review and processing of new PPF applications, including applicant onboarding, pipeline reviews, interdivisional coordination and approval processes.
- Contribute to operational excellence by documenting recurring issues and lessons and associated guidance, leading process improvements, quality/service standards, risk and control measures, and consistent portfolio-management practices.
- Translate portfolio experience into operational learning and knowledge products; support targeted thematic analysis, stakeholder learning and knowledge dissemination.
- Engage AEs, PSAA applicants, Regional/Global teams and other stakeholders on PPF access, implementation experience, capacity building and peer learning.
- Provide support to PPF data, dashboards and digital systems and tools required for portfolio monitoring, reporting and management decision-making.
Required Experience and Qualifications
- Advanced university degree in environmental policy, economics, finance, sustainable development, project management, engineering or another relevant field; or a relevant bachelor’s degree with additional qualifying experience.
- At least nine (9) years of relevant professional experience in project development, implementation, portfolio management, climate finance or related operational work.
- Demonstrated ability to design, monitor implementation, identify delivery risks and bottlenecks, coordinate multiple stakeholders and support timely resolution of operational issues of both private and public sector projects and programmes.
- Strong analytical, organizational and problem-solving skills, with the ability to manage multiple workstreams and maintain attention to detail.
- Ability to build collaborative working relationships across multicultural and multidisciplinary teams and with external partners.
- Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.
- Strong IT awareness and proficiency with Microsoft Excel and PowerPoint; experience with dashboards, Power BI/Tableau, data-management or portfolio-management systems is an advantage.
- Experience in climate finance, international organizations, multilateral development institutions or GCF operations is an advantage.
Reporting and Working Arrangements
The Consultant will report to the PPF Specialist and work closely with the PPF Officer and other PPF team members, Regional/Global teams, relevant Secretariat functions, AEs, PSAA applicants, UNOPS and PPF service providers. The assignment is expected to be full-time, with duration and start date to be confirmed. Please indicate your earliest availability to take up the assignment and notice period required, if employed.
