The Fund seeks to engage a Regional Presence Project Management Support Consultant to join its team at headquarters in Songdo, Republic of Korea, for a period of twelve (12) months. The assignment will support project mobilization and sustained implementation; integrated planning and scheduling; the establishment and administration of governance and project control arrangements; the development and maintenance of common readiness frameworks and location checklists; active implementation support for priority workstreams and locations; and the progressive transition of established processes and records to steady-state owners.
Objective and expected outcome
The objective of the consultancy is to provide practical project management and coordination support throughout a twelve-month period of Regional Presence implementation. The Consultant will help maintain accurate plans, schedules, trackers, meeting records and management information so that project workstream owners and GCF management have a current view of activities, deadlines, dependencies, risks, decisions, costs and readiness requirements. The assignment will support the progression of priority workstreams and locations from mobilization through implementation, operational launch where applicable, stabilization and planned transition to steady-state ownership. By the end of the assignment, GCF should have well-organized and up-to-date project records, embedded common tracking and reporting tools, documented lessons learned, and a clear handover and transition package to support continued implementation and operations.
Role
GCF is establishing Regional Presence through offices in Panama City, Amman, Nairobi, Abidjan and Suva. This enterprise-wide initiative will introduce a geographically distributed operating model and requires coordinated implementation across governance, Host Country Agreements, organizational design, workforce mobility, finance, procurement, facilities, information technology, safety and security, risk and controls, business continuity, communications and change management. Implementation will be phased from preparatory work and host country negotiations through office establishment, staff deployment, commencement of operations, stabilization and transition to steady-state ownership.
The Consultant will report to the Manager of General Services, in their capacity as the Regional Presence Project Manager, hereafter referred to as the Project Manager. The Consultant will provide hands-on project management assistance to help organize, monitor and follow up approved workstream plans and readiness requirements. During the twelve-month assignment, the Consultant will support project mobilization and sustained implementation, maintain core planning and tracking tools, coordinate routine inputs and follow-up, support periodic planning and review cycles, and keep project records current and accessible. The Consultant will assist with visibility of progress, dependencies, risks, decisions, costs and readiness across the five locations and relevant GCF functions, and will support the progressive handover of established processes and records to designated owners.
The assignment is intended to support a twelve-month implementation period but is not expected to complete every element of the full Regional Presence lifecycle, which may extend beyond the consultancy. The Consultant will have no authority to approve readiness, accept risk, authorize deployment, commit GCF, approve expenditure or assume responsibilities assigned to GCF management or functional owners. The assignment requires a full-time onsite presence at GCF Headquarters in Songdo, with authorized travel to Regional Presence locations if required.
Duties and responsibilities
The Consultant will provide the following services, together with closely related support reasonably required for the assignment:
- Assist in preparing and updating the Regional Presence Master Implementation Plan and integrated schedule using information provided by workstream owners.
- Maintain the master plan, schedules, registers, dashboards and supporting records in GCF-designated systems, including Asana where applicable, and avoid creating parallel systems of record unless authorized by the Project Manager.
- Record approved activities, milestones, deliverables, owners, deadlines and dependencies in the relevant project tools; issue routine reminders; and refer material or persistently overdue actions to the Project Manager.
- Help maintain visibility of critical activities across Host Country Agreements, premises, procurement, technology, finance, workforce mobility, safety and security, communications and operational launch.
- Coordinate routine inputs from workstream leads and location focal points, organize follow-up and bring unclear ownership, missing information or conflicting deadlines to the attention of the Project Manager.
- Provide meeting and governance support, including scheduling, agendas, presentation materials, minutes, action records and follow-up correspondence.
- Update risk, issue, dependency, assumption, decision and change-control registers based on information and direction provided by responsible GCF owners.
- Maintain decision-gate and readiness trackers, ensuring that required actions, owners, due dates, supporting evidence, functional sign-off and status updates are recorded consistently.
- Support the preparation and use of standardized location readiness checklists covering legal, premises, security, healthcare, information technology, business continuity, operational controls, banking and local support requirements.
- Compile readiness inputs and supporting documents submitted by designated technical owners, identify missing information and flag blockers or unresolved dependencies for review. The Consultant will not assess technical adequacy or certify compliance; relevant functional owners will validate and sign off their requirements.
- Maintain host-country and location trackers covering Host Country Agreement milestones, host country actions, missions, premises and service-establishment milestones.
- Assist in consolidating available implementation cost, commitment, forecast and resource information provided by Finance and other responsible functions.
- Update the project dashboard and prepare draft status reports showing progress, upcoming milestones, overdue actions, key risks and matters requiring attention.
- Prepare draft presentations, briefing materials and summary notes for review by the Project Manager.
- Organize project files, maintain version control and support preparation of lessons learned and handover documentation.
- Promptly flag material gaps or inconsistencies in source information to the Project Manager. Workstream leads and functional owners remain responsible for the accuracy, completeness and timely submission of their information.
Key deliverables and indicative timing
- Mobilization package — initial twelve-month workplan, stakeholder contact list, information request, baseline delivery calendar and project-file structure, within two weeks of commencement.
- Implementation tracking package — maintained master plan, integrated schedule, milestone calendar, responsibility matrix and action tracker, with initial versions within four weeks and updates throughout the assignment.
- Risk and readiness tracking package — maintained risk, issue, dependency, assumption and decision registers, together with readiness trackers and an evidence index, with initial versions within eight weeks and updates throughout the assignment.
- Monthly reporting and governance support package — updated dashboard, status report, meeting records, decision and action summaries, and briefing materials, produced each month or in accordance with the agreed governance calendar.
- Quarterly implementation review package — consolidated review of progress against the master plan, critical-path milestones, resource and cost information, key risks and dependencies, readiness status and priorities for the following quarter, submitted at the end of each quarter.
- Mid-term review and forward plan — assessment of the first six months of implementation support, including achievements, outstanding gaps, lessons learned and a refreshed workplan and schedule for the remaining assignment period, submitted by the end of month six.
- Final handover and transition package — current editable project files, status of all milestones and registers, outstanding-action summary, ownership and transition matrix, lessons-learned note and recommendations for continued implementation or steady-state management, submitted before completion of the assignment.
Scope boundaries
The Consultant will not make technical, contractual, financial, personnel, security or procurement decisions; commit GCF to any course of action; approve expenditure; certify readiness; or represent GCF without prior authorization. All technical conclusions, sign-offs and approvals remain with designated GCF officials.
Performance management
Performance will be assessed throughout the assignment, including through periodic reviews aligned with the agreed workplan and deliverables. Assessment will be based on the timeliness, accuracy and organization of assigned project-support outputs; responsiveness to requests and follow-up actions; maintenance of current records and trackers; quality of meeting, governance and reporting support; effective collaboration with the Project Manager, workstream owners and focal points; and the quality of knowledge transfer, handover and transition support.
Essential qualifications and experience
- A recognized program or project management qualification (e.g., PMP, PgMP, PRINCE2, PMI-ACP, AgilePM).
- Eight (8) to ten (10) years of relevant professional experience in project coordination, project management, project administration, implementation support or a closely related field.
- Practical experience updating project plans, schedules, action trackers, dashboards, risk and issue logs, meeting records and status reports.
- Strong working knowledge of Microsoft Excel, Word and PowerPoint, including preparation of trackers, status reports and management presentations.
- Experience with Asana, SharePoint, Microsoft Teams or comparable collaborative project-management platforms.
- Experience coordinating inputs and following up with stakeholders across different teams or functions.
- Good organization, attention to detail, communication and follow-through, with the ability to manage several concurrent tasks under supervision.
- Very good written and spoken English.
Desirable qualifications and experience
- A recognized change management qualification (no specific methodology).
- Experience with an international organization, development institution or geographically distributed project.
- Additional relevant professional training or certification in programme delivery, organizational change, stakeholder engagement, risk management or related disciplines.
- Working knowledge of French, Spanish or Arabic.
