Our talented staff makes unique contributions to the Fund, enriching the institution through their combined expertise and professional commitment. The Fund seeks to engage a Compliance Consultant to carry out the duties and responsibilitiess and provide support to the hiring unit as detailed below. The assignment is for an initial 100 days over eight (8) months period.

 

Role
The Department of Risk Management and Compliance (DRMC) comprises the Risk and Compliance units. Combined, DRMC’s function is to to: (a) develop, manage and update comprehensive risk and compliance frameworks, policies and processes; (b) identify, prioritize, monitor and manage actual and potential risks affecting the GCF; and (c) review proposed and actual GCF investments to ensure that they are comply with the Fund’s compliance and integrity policies. This role sits within the Compliance Unit.
Under the overall supervision of the Chief Risk and Compliance Officer, the Compliance Consultant will report to the Compliance Manager and be mainly responsible for supporting the AML/CFT & integrity risk management related to GCF’s legal framework for programming and institutional activities. S/he will work closely with the Compliance Officers, Compliance Specialist, interdivisional teams, and the Independent Integrity Unit.

 

Duties and responsibilities
Under the guidance of the Compliance Manager, the Compliance Consultant will mainly be responsible for (but not limited to) supporting the AML/CFT & integrity risk management related to GCF’s legal
framework for programming and institutional activities comprising administrative instructions, policies, procedures and guidances by:

  • Supporting the development of standardized AML/CFT & integrity provisions of legal agreements for programming activities together with the Office of the General Counsel (OGC) and Independent Integrity Unit (IIU) to enhance ef􀏐iciency and effectiveness across the entire organization.
  • Collaborating with the Independent Integrity Unit (IIU) on integrity policy framework matters.
  • Assisting with the interdivisional review of policy items related to the revision of GCF’s monitoring and accountability framework, with a focus on KYC/EDD, AML/CFT and integrity risk management.
  • Contributing to the GCF’s knowledge management on the compliance and integrity risk implementation as and providing supports the development of internal and external stakeholder capacity on related safeguarding.
  • Providing the Compliance Functioon with ad-hoc assistance as needed

 

Required experience and qualifications

• Master’s degree or equivalent in Law
• A minimum of 9 (nine) years of relevant professional work experience in AML/CFT and/or integrity due diligence, with at least 6 (six) years in a compliance function focusing on AML/CFT, KYC, sanctions & integrity risk management including drafting policies and procedures as well as reviewing legal agreements within a financial institutional, professional services firm or international organization
• Professional certification in financial crime prevention (CFE (Certified Fraud Examiner), CAMS (Certified Anti-Money Laundering Specialist), CGSS (Certified Global Sanctions Specialist) or similar) is desirable
• Proficiency in using standard software programs: MS Word, Excel, PowerPoint, Outlook
• Excellent analytical, writing and presentation skills
• Keen attention to detail, proven problem-solving skills and ability to collaborate well with others
• Exceptional organizational and prioritization skills to deal with high volume of work with tight deadlines
• Fluency in English is essential; knowledge of another United Nations language, in particular French, Spanish, and/or Portuguese is an advantage
