&lt;p&gt;&lt;strong&gt;1.     Purpose&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Consultant will contribute to the delivery of the Africa Region Private Sector business plan by supporting development, reviewing, structuring, processing, and managing private sector climate investment operations across the project lifecycle.&lt;/p&gt;
&lt;p&gt;The role applies specialised or technical knowledge that has a direct bearing on the systems, processes, and outcomes of the department&apos;s operations, and is expected to operate with sound professional judgement and a meaningful degree of independence. The Consultant will work on selected project reviews and processes as directed, or contribute as a member of project teams for more complex operations, as determined by the Manager. The role will also include responsibility for assigned portfolio operations, including annual performance reviews, disbursements, restructurings, amendments, risk monitoring, and engagement with Accredited Entities, counterparties, National Designated Authorities, and internal GCF teams.&lt;/p&gt;
&lt;p&gt;The Consultant will be expected to balance investment quality, climate impact, country ownership, implementation feasibility, fiduciary discipline, and the protection of GCF&apos;s reputation and financial standing.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;2.     Key Responsibilities&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.1  Pipeline Development, Origination, and Screening&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Consultant will:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Participate in the development and and management a pipeline of private sector investment opportunities in Africa in line with departmental strategy, regional priorities, GCF&apos;s programming objectives, and the approved business plan, as directed by manager.&lt;/li&gt;
&lt;li&gt;Identify, assess, and recommend prioritising investment opportunities involving funds, corporates, financial institutions, project finance structures, guarantees, blended finance vehicles, and other private sector instruments.&lt;/li&gt;
&lt;li&gt;Lead or contribute to the review of concept notes, funding proposals, new scopes of Accredited Entities, and new accreditations, as requested.&lt;/li&gt;
&lt;li&gt;Prepare independent assessments of investment rationale, climate impact, country alignment, additionality, market context, implementation feasibility, and strategic fit.&lt;/li&gt;
&lt;li&gt;Ensure that pipeline development balances country priorities, climate ambition, private sector mobilisation, risk appetite, and delivery feasibility.&lt;/li&gt;
&lt;li&gt;Maintain accurate pipeline records, decision trackers, and management updates, including clear escalation of material issues, bottlenecks, and prioritisation choices.&lt;/li&gt;
&lt;li&gt;Engage proactively and diplomatically with Accredited Entities, counterparties, internal GCF teams, and other stakeholders to obtain timely feedback and maintain transaction momentum.&lt;/li&gt;

&lt;p&gt; &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.2  Transaction Review, Due Diligence, and Structuring&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Consultant will:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Participate in project review and due diligence processes for assigned operations, including financial, commercial, legal, risk, ESG, integrity, climate impact, and implementation workstreams, as directed by manager.&lt;/li&gt;
&lt;li&gt;Undertake professional, independent assessments of the risks implied by proposed projects, including credit risk, implementation risk, fiduciary risk, climate impact delivery risk, reputational risk, and execution risk.&lt;/li&gt;
&lt;li&gt;Analyse project investment structures, financial models, proposed instruments, pricing, risk allocation, contractual arrangements, and implementation arrangements.&lt;/li&gt;
&lt;li&gt;Review and challenge financial models, business plans, assumptions, sensitivity analyses, downside cases, and expected mobilisation outcomes.&lt;/li&gt;
&lt;li&gt;Review results frameworks, indicators, baselines, assumptions, reporting arrangements, and data quality.&lt;/li&gt;
&lt;li&gt;Assess whether the proposed structure maximises climate impact, paradigm shift potential, and private sector crowding-in, while preserving appropriate fiduciary discipline.&lt;/li&gt;
&lt;li&gt;Ensure that proposed transactions and assigned portfolio projects are structured and monitored to support delivery of agreed climate results and USP-2 objectives.&lt;/li&gt;
&lt;li&gt;Participate in commercial negotiations with Accredited Entities, executing entities, co-investors, and other counterparties, including on pricing, risk allocation, covenants, conditions precedent, reporting requirements, and implementation arrangements, as directed by manager.&lt;/li&gt;
&lt;li&gt;Prepare or quality-review term sheets, risk assessments, investment memoranda, documents for CIC review, approval memos, and other transaction materials.&lt;/li&gt;
&lt;li&gt;Ensure use of the latest available templates for CIC presentations, approval memoranda, Board materials, and other relevant internal documents.&lt;/li&gt;
&lt;li&gt;Coordinate inputs across legal, risk, ESG/safeguards, integrity due diligence, climate/impact, procurement, portfolio, country teams, and other specialist functions.&lt;/li&gt;
&lt;li&gt;Conduct or contribute to Project Risk and Opportunities Mapping and other structured risk assessments, ensuring that conclusions are clearly documented and defensible.&lt;/li&gt;
&lt;li&gt;support transaction processing through relevant GCF review and approval stages, including internal committee reviews, management clearance, Board submission, and post-approval processing.&lt;/li&gt;
&lt;li&gt;Manage transaction timelines actively, including data requests, action logs, document circulation, counterpart engagement, review cycles, and approval milestones.&lt;/li&gt;
&lt;li&gt;Support Board submission planning to help deliver the business plan and avoid unnecessary bunching of proposals.&lt;/li&gt;
&lt;li&gt;Ensure that transaction documentation is complete, accurate, procedurally compliant, and aligned with GCF policies, templates, and information management requirements.&lt;/li&gt;
&lt;li&gt;Draft, review, and clear correspondence with Accredited Entities, counterparties, and internal stakeholders.&lt;/li&gt;
&lt;li&gt;Maintain well-organised transaction files and document classification in line with GCF confidentiality and document management requirements.&lt;/li&gt;
&lt;li&gt;Contribute to internal management reporting, Board reporting, portfolio reviews, watchlist updates, external communications, and knowledge products, as applicable.&lt;/li&gt;
&lt;li&gt;Identify lessons from origination, approval, implementation, and portfolio monitoring that can improve future project design and departmental performance.&lt;/li&gt;

&lt;p&gt; &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.3  Portfolio Management and Monitoring&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Consultant will:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Proactively support the management of assigned portfolio projects, as directed by manager.&lt;/li&gt;
&lt;li&gt;Process major and minor changes to projects (in line with GCF’s Policy on Restructuring and Cancelation), annual performance reports, disbursement requests, waivers, amendments, restructurings, and other portfolio actions, using the appropriate approval level, template, and procedure.&lt;/li&gt;
&lt;li&gt;Review assigned Annual Performance Reports (APRs) within agreed timelines, identifying the main drivers affecting implementation, disbursement, risk, and impact delivery.&lt;/li&gt;
&lt;li&gt;Process disbursements within applicable timelines, including within 30 days of submission or sooner where required by the FAA, under direction of the manager.&lt;/li&gt;
&lt;li&gt;Monitor financial performance, covenant compliance, conditions precedent, sub-allocations, disbursement forecasts, implementation progress, and emerging risks.&lt;/li&gt;
&lt;li&gt;Keep system disbursement projections accurate and up to date.&lt;/li&gt;
&lt;li&gt;Proactively identify projects requiring watchlist classification, restructuring, escalation, or intensified monitoring.&lt;/li&gt;
&lt;li&gt;Liaise with Accredited Entities, executing entities, project contacts, National Designated Authorities where relevant, country focal points, relationship leads, and internal GCF departments, as directed by manager.&lt;/li&gt;
&lt;li&gt;Manage expectations with Accredited Entities and counterparties, anticipate bottlenecks, and propose practical solutions to implementation issues.&lt;/li&gt;
&lt;li&gt;Communicate material project issues to country focal points, relationship leads, management, and relevant internal teams, including where delays relate to country policy, AE performance, implementation constraints, or readiness needs.&lt;/li&gt;
&lt;li&gt;Respond promptly and cooperatively to requests from other GCF departments in relation to assigned portfolio projects.&lt;/li&gt;

&lt;p&gt;&lt;strong&gt;2.4  Policies, Processes, and Institutional Contribution&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Consultant will:&lt;/p&gt;

&lt;li&gt;Participate in meetings, task forces, working groups, and inter-departmental teams, as requested by the Manager or Department Director.&lt;/li&gt;
&lt;li&gt;Contribute to the development, refinement, and implementation of departmental tools, templates, guidance, procedures, trackers, and process improvements.&lt;/li&gt;
&lt;li&gt;Support analysis of policy or process issues affecting private sector operations, Accredited Entity engagement, portfolio management, risk management, or investment delivery.&lt;/li&gt;
&lt;li&gt;Participate constructively in departmental planning, pipeline prioritisation, portfolio reviews, and operational problem-solving.&lt;/li&gt;
&lt;li&gt;Support additional tasks assigned by the Manager, Department Director, or relevant senior team members during peak delivery periods.&lt;/li&gt;

&lt;p&gt;&lt;strong&gt;3.     Required Qualifications and Experience&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Master&apos;s degree in finance, economics, business, engineering, or a related field, with a minimum of 3 years of relevant experience; or Bachelor&apos;s degree in a related field with a minimum of 5 years of relevant experience.&lt;/li&gt;
&lt;li&gt;Relevant experience in private sector investment analysis (e.g., development finance institution, commercial bank, investment fund, advisory, or project finance).&lt;/li&gt;
&lt;li&gt;Strong financial analysis and modelling skills; ability to interpret financial statements and assess investment risks and returns.&lt;/li&gt;
&lt;li&gt;Familiarity with private sector instruments (equity, mezzanine, senior debt, guarantees, and fund investments).&lt;/li&gt;
&lt;li&gt;Understanding of climate finance and/or infrastructure, energy, nature-based solutions, or financial institution lending in emerging markets is an advantage.&lt;/li&gt;
&lt;li&gt;Strong written and verbal communication skills in English; French and/or Portuguese is an advantage for Africa coverage.&lt;/li&gt;
&lt;li&gt;Proficiency in Microsoft Office (Excel and PowerPoint in particular) and ability to work with document management systems.&lt;/li&gt;
