Liaison Officer for Honduras (Remote (Remote), KR)

I. Background

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role

The GCF Liaison Officer will act as the primary strategic and technical interface between the GCF Secretariat and the country, supporting institutional leadership, policy alignment, and effective climate finance governance, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in programming, including facilitating the set up or improvement of coordination with relevant stakeholders, including those from the private sector;
To assist in accessing and implementing integrated programmes of readiness activities in the country;
Strengthen national climate finance governance frameworks, policy coherence, and institutional arrangements aligned with GCF standards and national development priorities;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Readiness

Engage/assist the NDA in co-developing draft TOR for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the planning for readiness support;
Provide strategic guidance on national readiness programming, ensuring coherence across multiple funding streams and implementing entities;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1] , if and as required;
Support institutional coordination mechanisms between environment, finance, planning, and sector ministries;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.2 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals for the public and private sector, in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Provide technical leadership in the development and advancement of project pipelines;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA portfolio-level monitoring and results management, including reporting to national authorities and international partners;
Assist in the process of identifying potential partners for the implementation of the projects and programs related to the GCF, including potential direct access entities;
Support other needs that the National Designated Authority (NDA) may require within the framework of implementing projects and programs related to the GCF, ensuring that these activities align with national priorities and needs;
Maintain a record of existing climate change information datasets from any relevant source that is shared promptly with AEs, consultancies and other relevant stakeholders to guide concept note and funding proposal development;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University degree (Bachelor’s required; advanced postgraduate degree (Master’s or higher) in environmental management, climate change, public policy, or related disciplines is an asset);
At least eight to ten years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Experience in senior public sector or government leadership roles, including coordination of national climate or environmental portfolios
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Honduras, providing a deep understanding of the local context and challenges;
Demonstrated experience managing large-scale climate or environmental portfolios, including multi-million-dollar international financing.
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Experience representing a country or institution in high-level international climate or environmental forums.
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF or comparable multilateral climate finance mechanisms (e.g. GEF, Adaptation Fund, multilateral development banks), including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language(s) of Honduras, or other United Nations languages, is highly desirable;

VI. Assignment Details

The GCF Liaison Officer will be based in Tegucigalpa, Honduras and will operate from the offices of the NDA.

The GCF Liaison Officer will support the NDA and report to the appropriate regional manager of the GCF Secretariat.

4.1 Country Programme

• Support the development of Libya’s country programme with GCF, following the GCF guidance for country programmes;
• Assist the NDA in coordinating consultative processes within the country to identify key areas for results related to the implementation of NDCs/NAPs/LTSs and developing project/programme ideas for the country programme. Consultative processes should be designed and conducted with a focus on inclusivity and an aim to encompass stakeholders across the national territory and stakeholder groups;
• Assist in the identification and prioritisation of climate projects aligned with national climate change priorities;
• Assist in the process of identifying potential partners for the implementation of the Country Programme, including potential direct access entities;
• Assist in the development and review of country programme drafts in collaboration with the NDA and GCF Secretariat teams, ensuring timely processing and incorporation of feedback; and
• Facilitate and assist the NDA in the implementation of the country programme, including reporting annually and identifying challenges and opportunities to discuss with the NDA and GCF Secretariat.

At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment business plan application analysis, matching grants, concept note design and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least six years of experience in successfully developing climate change investment proposals, matching grants disbursements, investment proposals in other areas that include climate change topics showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Mozambique, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;

Indigenous Peoples Advisory Group (IPAG) Support Consultant (Incheon, South Korea (ICN), KR)

The Indigenous Peoples Advisory Group of the GCF was established to enhance coordination between GCF, accredited and executing entities, states and Indigenous Peoples. The GCF supports the work of the IPAG and ensures its recommendations are effectively conveyed.

The Fund seeks to recruit an IPAG Support Consultant to join its team at headquarters in Songdo, Republic of Korea, for a period of 12 months to carry out the tasks, duties, and responsibilities, and to provide support to the hiring unit, as detailed below;

Role

The consultant will provide administrative and implementation support for delivery of IPAG workplan activities, including associated stakeholder engagement processes.

Scope of work

Under the supervision of the Indigenous Peoples focal point, the consultant will support the following activities:

IPAG meetings and implementation support

Support logistical and coordination arrangements for IPAG meetings and related follow-up activities;
Coordinate meeting scheduling, invitations, tracking and related administrative processes;
Support dissemination of meeting materials and briefing packages;
Coordinate follow-up actions arising from IPAG meetings and related engagements.

Support logistical arrangements for IPAG participation and engagement at relevant international meetings and events, including Board meetings, SB sessions, UN processes and climate-related events;
Support dissemination of outreach materials, flyers, briefing notes and related communication products;
Support logistical arrangements for their stakeholder engagement processes and follow-up communication as necessary.

Conference and dissemination support

Provide logistical support for follow-up activities related to the Global Conference with Indigenous Peoples.

Webinar and consultation coordination

Support coordination of webinars, consultation sessions and stakeholder engagement activities through management of invitations, scheduling, participant tracking and other logistical arrangements;
Support administrative organization and tracking of consultation inputs and submissions.

Cross-cutting implementation support

Provide coordination support across IPAG-related workstreams and associated outreach and engagement activities;
Maintain tracking tools, timelines and implementation follow-up across activities;
Support coordination with relevant Secretariat divisions and external stakeholders.

Deliverables

The consultant will support timely implementation and operational coordination of:

IPAG meetings and related outputs;
IPAG stakeholder outreach and engagement activities;
dissemination and communication activities linked to conference outcomes;
webinar and consultation processes;
IPAG participation in relevant international events and engagements.

Required qualifications and experience

Post-graduate degree and minimum one year practical experience, a first-level university degree in combination with four years of qualifying experience may be accepted in lieu.
At least 1 year professional experience in international development
Experience synthesizing and reviewing reports to extract key information and summaries in a simplified and concise manner
Experience providing logistical and operational support for time-bound projects or events involving multiple stakeholders
Experience in multi-stakeholder engagement preferred
Strong communication and analytical skills with written and oral communication in English essential
