The Middle East Regional Team is responsible for supporting country programming, pipeline development, project appraisal, portfolio management, and strategic engagement with National Designated Authorities (NDAs), Accredited Entities (AEs), and development partners across the region.

To ensure continuity of operations during the recruitment of a permanent Climate Investment Analyst, GCF seeks to engage an Interim Climate Investment Analyst for a period of six months. The consultant will provide operational and analytical support across the regional portfolio while facilitating an effective transition through structured onboarding and handover to the incoming staff member.

Position Objective

The objective of this consultancy is to maintain continuity in the delivery of the Middle East regional programme by providing operational, analytical, and coordination support across the climate investment cycle.

The consultant will also support a smooth onboarding and knowledge transfer process to the incoming Climate Investment Analyst, ensuring minimal disruption to country engagement, investment processing, and portfolio management activities.

Scope of Work

The consultant will work under the supervision of the Regional Manager and support the Regional Team in the following areas:

1. Investment Operations and Portfolio Support

The consultant will:

Support ongoing country engagement and pipeline development activities across the Middle East portfolio.
Assist in the review of Concept Notes, Funding Proposals, Readiness proposals, and other investment documents.
Prepare analytical summaries, briefing notes, presentations, and technical assessments.
Support appraisal processes by coordinating comments from technical divisions and consolidating review feedback.
Maintain project information and operational records in relevant internal systems.
Support portfolio monitoring, implementation tracking, and reporting activities.

2. Project Cycle Support

The consultant will assist with activities across the project cycle, including:

Concept Note and Funding Proposal review processes.
Conduct PROM assessment and coordination its process
Conduct Sanction screening for all new Concept Note and entities
Preparation of internal briefing materials and decision documents.
Support for disbursement requests and project amendments, as required.
Maintenance of project documentation including board publications.

3. Transition and Knowledge Transfer

A key responsibility of the consultancy will be to ensure a smooth transition to the incoming Climate Investment Analyst by:

Documenting the status of all active country engagements and investment pipeline activities.
Preparing handover notes for ongoing projects, country portfolios, and operational processes.
Supporting onboarding of the incoming staff member through structured knowledge transfer sessions.
Providing overlap support during the transition period to ensure continuity of operations.

Deliverables

The consultant will deliver:

Continuous operational support to the Middle East regional portfolio throughout the assignment.
Timely analytical reviews and briefing materials supporting investment processing.
Updated tracking of regional pipeline and portfolio activities.
Documentation of ongoing workstreams, including handover notes and portfolio status reports.
Completion of knowledge transfer and onboarding support for the incoming Climate Investment Analyst.
A final consultancy report summarizing activities undertaken, outstanding actions, and recommendations for continuity.

Reporting

The consultant will report directly to the Regional Manager, Middle East Region, and work closely with the Regional Team and relevant technical divisions across GCF.

Qualifications and Experience

Master’s degree in finance, Economics, Climate Finance, Environmental Management, Development, Public Policy, or related discipline. A bachelor's degree with additional relevant experience may be considered.
Minimum three (3) years of relevant professional experience in climate finance, development finance, project finance, investment analysis, or portfolio management. Prior experience in GCF or other international organizations will be valuable.
Demonstrated experience and familiarity with GCF Sanction screening, Project Risk Project Risk and Opportunity Mapping to identify, assess, and monitor project risks and opportunities throughout the project lifecycle.
Demonstrated experience in investment appraisal, climate finance operations, or project implementation within international financial institutions, multilateral development banks, development agencies, or similar organizations.
Working knowledge of climate finance instruments and investment structures, including grants, concessional loans, equity, guarantees, and blended finance.
Strong analytical, organizational, and coordination skills.
Excellent written and verbal communication skills.
Ability to work effectively in a multicultural environment and manage multiple priorities under tight timelines.
Familiarity with GCF or other international organizations, including operational processes and investment cycle, is highly desirable.
Fluency in English is required.

The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. The GCF is operated by an independent Secretariat headed by an Executive Director and pursues a country-driven approach in its operations. The independent Technical Advisory Panel ("the Panel") officially reports to the Board through the Operations and Portfolio Committee and conducts independent technical assessments of Funding Proposals against the GCF's investment criteria.

The GCF is seeking to engage Technical Experts who will assist the Panel in the due diligence and assessment of proposals for projects and programmes for funding.The consultant will join the GCF team on a Remote basis assignment.

Role

The Technical Experts will provide specialized technical expertise on REDD+ to support the Independent Technical Advisory Panel (iTAP) in the assessment of REDD+ funding proposals and associated REDD+ scorecards. They will provide timely and appropriate advice, suggestions and recommendations on technical matters as specified by the Panel, with the aim to enhance the technical assessments of funding proposals by the Panel and expand the Panel's technical coverage.

The Technical Experts will draw from subject matter and practical experience in REDD+, including the design, implementation, and assessment of REDD+ programmes and projects.

The Technical Experts will be accountable to the Panel and the Operations and Portfolio Committee, with contractual arrangements through the Secretariat.

Duties and Responsibilities

Under the guidance of the member of the Panel requiring the consulting, the Technical Expert will be responsible for, but not limited to:

Providing timely written assessments and subject matter reviews on specific technical matters in the Funding Proposal related to her/his field of expertise, within the scope and timeline of the assignment requested by the member of the Panel, and any further explanations or clarifications required;
Providing written suggestions or recommendations to enhance the Panel's technical assessments on basis of best practices in the corresponding field, experience in the relevant local and regional context, and citations of relevant scientific and technical publications;
Supporting the development, and refinement, of REDD+ assessment scorecards and evaluation frameworks used by the Panel to assess funding proposals, ensuring alignment with GCF investment criteria, UNFCCC REDD+ requirements, and international best practices;
Conducting detailed reviews of REDD+ funding proposals against the approved scorecard, including assessment of technical quality, climate impact potential, feasibility, cost-effectiveness, safeguards compliance, institutional capacity, and sustainability of outcomes;
Providing independent scoring and written justification for assigned scorecard criteria, highlighting strengths, weaknesses, risks, gaps, and areas requiring clarification;
Reviewing and validating proposal assumptions, methodologies, and evidence used to support scorecard ratings, including carbon accounting approaches, FREL/FRLs, MRV systems, safeguards, benefit-sharing arrangements, and implementation readiness;
Providing recommendations to improve the consistency, transparency, and robustness of the scorecard methodology and assessment process, incorporating lessons learned from previous REDD+ investments and emerging international guidance;
Participating virtually in Panel meetings to discuss scorecard findings and technical assessments of REDD+ proposals when requested;
Participating in technical discussions with Accredited Entities and other relevant stakeholders, when requested by the Panel, to clarify issues arising from the scorecard review and proposal assessment process.

Required Qualifications and Key fields of competencies

An advanced university degree or equivalent in forestry, forest ecology, natural resource management, environmental science, climate change, environmental economics, land-use planning, forest governance, carbon accounting, geography, remote sensing, sustainable development, or closely related disciplines.
At least 15 years of professional experience in REDD+, forestry, land-use change, climate finance, or related fields, including experience in the design, implementation, assessment, monitoring, or independent review of REDD+ programmes and projects.

The Fund is particularly interested in candidates with:

Demonstrated expertise in REDD+ under the UNFCCC, including familiarity with relevant COP decisions, the Warsaw Framework for REDD+, and subsequent guidance;
Experience developing, implementing, assessing, or financing REDD+ programmes, jurisdictional approaches, or results-based payment initiatives;
Demonstrated experience preparing forest reference emission levels/reference levels (FREL/FRLs), and national forest monitoring systems (NFMS) in at least two countries;
Demonstrated experience in monitoring, reporting, and verification (MRV), remote sensing, GIS applications, and emissions quantification methodologies relevant to REDD+ in at least two countries;
Demonstrated experience on implementing REDD+ safeguards activities, safeguards information systems (SIS), Indigenous Peoples’ rights, stakeholder engagement processes, benefit-sharing mechanisms, and gender-responsive approaches;
Familiarity with IPCC guidelines and methodologies relevant to the preparation of FREL/FRL and MRV for REDD+;
Demonstrated ability to prepare concise, evidence-based technical reviews, due diligence reports, and recommendations;
Previous consulting experience and the ability to work remotely for international organizations;
Demonstrated teamwork, leadership, and analytical skills, with the ability to provide independent expert judgment on complex REDD+ investments.

Liaison Officer for Seychelles (Re-advertised) (Remote (Remote), KR)

I. Background

Established in 2010 by the 194 countries that are Parties to the United Nations Framework Convention on Climate Change, the Green Climate Fund (GCF) serves as the world’s largest dedicated climate fund. Over the past decade GCF has financed transformative climate projects across developing countries, empowering them to respond to and combat climate change while promoting sustainable development within their communities. Today, our portfolio spans over USD 19 billion across more than 330 projects in over 130 countries, evidence of the profound impact that strategic climate finance can achieve.

As we scale toward our vision of becoming a USD 50 billion fund by 2030, strengthening national capacities remains central to our mission. GCF mobilizes public and private sector investments through a diverse financing instruments, and equips developing countries with the resources, skills, and capacities to effectively secure and manage climate financing through our Readiness and Preparatory Support Programme.

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

Seychelles submitted its updated NDC in July 2021. The country aims to reduce its emissions by 26.4% by 2030 as compared to the business-as-usual scenario. The updated NDC covers energy, transport, solid waste, tourism, circular economy, coastal management, infrastructure, fisheries, agriculture and biosecurity, blue carbon ecosystems, biodiversity conservation, health, and early warning and disaster risk management. The total cost of NDC implementation is estimated at USD 331.50 million for mitigation measures and USD 339 million for adaptation measures. Seychelles has an NDC Action Plan which is in the process of being revised to be fully aligned with the updated NDC. The Government intends to strengthen governance, coordination, while mainstreaming climate policies within budget and investment planning and aligning sectoral climate policies with national policies and commitments. Critical efforts will need to be undertaken to strengthen capacities and enhance the supervision of financial sector climate related risks and in catalyzing private sector financing.

II. Role

The GCF Liaison Officer will act as the primary liaison between the GCF Secretariat and the country, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including country programming, accreditation, readiness support, conceptualisation, and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To assist the Ministry to develop a climate finance roadmap/framework.
To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
Support the NDA in exploring the viability of modern climate financial instruments in the context of Seychelles and develop a Menu of Options in support of operationalizing the Sustainable Finance Framework and leveraging a pipeline of bankable mitigation and adaptation projects;
In partnership with public and private stakeholders, build on the efforts of the Ministry on sustainable finance by advancing locally led climate action, disclosures, resilience planning, taxonomy development or application.
To support the NDA and/or relevant agencies in developing and implementing country programmes, including facilitating the set up or improvement of coordination with relevant stakeholders;
To assist in accessing and implementing integrated programmes of readiness activities in the country that address identified capacity gaps;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Country Programme

Support the development of Seychelles country programme
Assist the NDA in coordinating consultative processes within the country to identify key areas for results related to the climate finance roadmap/framework, implementation of NDCs/NAPs/LTSs and developing project/programme ideas;
Assist in the process of identifying potential partners for the implementation of the Country Programme, including potential direct access entities;
Assist in the development and review of country programme drafts in collaboration with the NDA and GCF Secretariat teams, ensuring timely processing and incorporation of feedback; and
Facilitate and assist the NDA in the implementation of the country programme, including reporting annually and identifying challenges and opportunities to discuss with the NDA and GCF Secretariat.

4.2 Readiness

Engage/assist the NDA in co-developing draft TORs for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Support capacity and awareness building within the Ministry of Environment, public and private sector (particularly financial institutions) on (i) identification, valuation and mainstreaming of climate risks in financial decision making, (ii) reporting in line with recognized climate and sustainability disclosure frameworks to align with international financing requirements and increase access to international finance, (iii) existing sustainable finance taxonomies and their application, (iv) transition planning and financing, and (v) other measures to scale up sustainable investments.
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1] , if and as required;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.3 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.
Assist the NDA in the organization of project missions and other relevant events to support monitoring and showcase GCF results and conduct site visits to GCF project sites in coordination with the GCF Secretariat;
Assist the NDA in supporting and providing inputs to investigations led by the independent units of the GCF.
Provide technical support to the NDA in the implementation of relevant new or ongoing projects and initiatives;
Contribute to the preparation of regular reports, briefs, and policy preparation as required
Perform any other duties as may be assigned.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University level degree in climate change/environmental science, climate economics/finance, economics, engineering, project finance or a closely related discipline;
At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Seychelles, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language(s) of Seychelles, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and

VI. Assignment Details

The GCF Liaison Officer will be based in Mon Fleuri, Mahé, Seychelles and will operate from the offices of the NDA.

The GCF Liaison Officer will support the NDA or relevant agency and report to the appropriate regional manager of the GCF Secretariat.

The initial assignment is for the maximum of 180 working days over the period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation, subject to the continued need and available funding.

I. Background

In addition to mobilising public and private sector investments through a diverse range of financing instruments, GCF strengthens the capacity of developing countries to undertake climate action through the Readiness and Preparatory Support Programme (the Readiness Programme). This initiative equips countries with the necessary resources to build foundations, skills, and capacities to effectively secure and manage climate financing.

In line with our commitment to enhancing national capacities, the 2024-2027 strategy for the Readiness Programme introduces a placement scheme available upon request from countries - via their National Designated Authorities (NDA) and focal points, - to deploy local experts within NDAs or other relevant agencies designated by the country that will be known as GCF Liaison Officers. These embedded experts will aim to ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes and facilitating the development of programming capacities and enhanced direct access to climate finance for the achievement of national climate objectives.

This standardised Terms of Reference (TOR) is provided as a guiding framework. Within this overarching framework, countries in coordination with the GCF Secretariat, will have the flexibility to tailor this standardised TOR to suit their specific country contexts and needs.

II. Role

The GCF Liaison Officer will act as the primary liaison between the GCF Secretariat and the country, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form1, if and as required;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

4.2 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals for the public and private sector, in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualifications and Experience

The following indicative qualifications and experience are provided for guidance. The NDA/government agency receiving the placement may propose revisions to better align with national requirements, in coordination with the GCF Secretariat.

University level degree in climate change/environmental science, agronomist, climate economics/finance, engineering, project finance or a closely related discipline;
At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least three years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Burundi, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language (Kirundi and French) of Burundi, or other United Nations languages, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and
Candidates must demonstrate a strong commitment to ethical standards, including integrity, transparency and accountability in all professional activities.

VI. Assignment Details

The GCF Liaison Officer will be based in Gitega, the political capital of Burundi and will operate from the offices of the NDA and/or relevant agency.
The GCF Liaison Officer will support the NDA or relevant agency and report to the appropriate regional manager of the GCF Secretariat.
As part of their reporting obligations, the experts are expected to compile a quarterly report detailing activities conducted and results achieved, to be shared with the NDA and GCF Secretariat.
The initial assignment is for the maximum of 180 working days over the period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation, subject to the continued need and available funding.
Preference will be given to nationals or residents of Burundi for this position.

Regional Readiness Consultant - Latin America Region (Remote (Remote), KR)

Introduction

The Green Climate Fund is the world’s largest dedicated multilateral climate fund serving as the climate finance partner of choice for developing countries. We invest in impactful, innovative, catalytic programs and projects that deliver real climate solutions where they are needed most.

The Fund seeks to recruit a Regional Readiness Consultant - Latin America Region - to carry out the tasks, duties and responsibilities, deliver set deliverables and provide support to the hiring unit as detailed below. The consultant will work with the GCF team remotely. The assignment is for an initial 180 days over a 12-month period.

Role

The Regional Readiness Consultant – Latin America will be responsible to support National Designated Authorities (NDA) and Direct Accredited Entities (DAEs) to identify their readiness needs and develop good quality readiness proposals to access GCF Readiness resources. The work will be done remotely with potential travel to countries as needed.

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

Familiarizing themselves with the Readiness Strategy 2024–2027, including relevant guidance, templates, standard operating procedures, quality assurance criteria, proposal development requirements and the expected engagement process with regional team, DINVS and other inter-divisions throughout proposal development and review process.
Assisting NDAs and DAEs in identifying readiness needs, capacity gaps, and priority areas for support, ensuring alignment with country priorities and GCF Readiness objectives.
Supporting the co-development of Readiness proposals for direct access and TORs for pre-qualified delivery partners, including supporting documentation, in line with GCF templates, guidance, and Readiness programme objectives.
Reviewing draft Readiness proposals to ensure strategic coherence, technical quality, and alignment with the Readiness Strategy 2024–2027, applicable GCF guidance and templates including Readiness Results Management Framework, Standardized deliverables, milestone based disbursements, quality assurance requirements, country programming priorities, and relevant GCF policies and requirements.
Providing technical guidance to NDAs, DAEs, and delivery partners in co-designing proposals and in addressing Secretariat review comments and supporting timely revision and resubmission of Readiness proposals.
Engaging and coordinating with DINVS throughout the Readiness proposal development and review process, including seeking guidance, aligning on proposal quality expectations, and following up on review comments and required revisions.
Contributing to regional Readiness pipeline development by identifying common proposal quality issues, emerging readiness needs, and opportunities to strengthen proposal design.
Support in-country missions, regional dialogues, workshops and events to provide technical assistance and strengthen country capacity, as required.
Performing related tasks relating to departmental and regional team initiatives and activities, as deemed necessary.

Deliverables

Deliverables may include:

Draft readiness proposal for direct access and TOR for prequalified DP and all documents related to co-designing readiness proposals.
Country briefs and National level capacity assessments of relevant developing country institutions (e.g. NDA, ﬁnance institutions, GCF Direct Access Entities);
Aide Memoire agreed between targeted NDA and GCF, mission reports for missions undertaken.
Mission reports and other engagement reports with clear outcomes and follow-up actions; and
Brieﬁng notes, background papers, presentations, speeches/remarks.

In addition to the quality of deliverables, the consultant’s performance assessments may also be linked directly to:

Client satisfaction ratings (to be assessed periodically/annually)

Required Experience and Qualiﬁcations

Master’s degree in public administration/policy, economics, environmental science or studies, development studies, climate ﬁnance, climate science, climate policy, law, renewable energy, engineering, or related ﬁelds with a minimum of seven years practical experience.
Requires Master’s (7 years) or Bachelor’s (9 years) of relevant work experience,at least ﬁve years of experience in climate change-related planning or developing climate-ﬁnance projects in international/developing countries is highly desirable.
Experience in project development including but not limited to project /design, formulation, analysis, and review, delivery of technical assistance, and monitoring and evaluation for a diverse portfolio of activities.
Operational experience in providing specialized climate change-related technical assistance to government officials and/or government organizations in developing country contexts; similar experience with civil society and private organizations will be an added advantage.
Experience in readiness related climate change programming is desirable.
Experience in working with countries in Small Island Developing States and Least Developed Countries in the Latin American region.
Experience in Fluency in English and Spanish is essential; knowledge of other UN languages is an advantage
