Liaison Officer for Cote d'Ivoire (Remote (Remote), KR)

I. Background

Established in 2010 by the 194 countries that are Parties to the United Nations Framework Convention on Climate Change, the Green Climate Fund (GCF) serves as the world’s largest dedicated climate fund. Over the past decade GCF has financed transformative climate projects across developing countries, empowering them to respond to and combat climate change while promoting sustainable development within their communities. GCF mobilizes public and private sector investments through a diverse financing instruments, and equips developing countries with the resources, skills, and capacities to effectively secure and manage climate financing through our Readiness and Preparatory Support Programme.

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role

The GCF Liaison Officer will act as the primary liaison between the GCF Secretariat and the country, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in programming, including facilitating the set up or improvement of coordination with relevant stakeholders, including those from the private sector;
To assist in accessing and implementing integrated programmes of readiness activities in the country;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Readiness

Engage/assist the NDA in co-developing draft TOR for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1] , if and as required;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.2 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals for the public and private sector, in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

Advanced university degree in climate change, environmental sciences, development studies, economics, public policy, public administration, project/programme management, engineering, climate finance, or related fields;
At least eight years of progressively responsible experience in climate change, sustainable development, environmental governance, public policy, development finance, programme management, or climate finance related initiatives.;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing development issues;
At least five years of experience in developing, coordinating, reviewing or supporting funding proposals, concept notes, investment cases, strategic programmes or donor-funded initiatives related to climate change, environment or sustainable development.;
Experience in addressing climate change issues in Côte d'Ivoire, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Experience working with or within international organizations, multilateral institutions, development finance institutions, or international development programmes supporting climate action, sustainable development or environmental governance would be an asset.;
Fluency in English and French is required; knowledge of other United Nations languages is also appreciated;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and
Candidates must demonstrate a strong commitment to ethical standards, including integrity, transparency and accountability in all professional activities.

VI. Assignment Details

The GCF Liaison Officer will be based in Abidjan, Côte d'Ivoire and will operate from the offices of the NDA.

The GCF Liaison Officer will support the NDA or relevant agency and report to the appropriate regional manager of the GCF Secretariat.

The initial assignment is for the maximum of 180 working days over the period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation, subject to the continued need and available funding.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

Master’s level degree in Management with strong background on climate change/environmental science, climate economics/finance, agriculture economics, engineering, project finance or a closely related discipline with strong background in Leadership
At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment business plan application analysis, matching grants, concept note design and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least six years of experience in successfully developing climate change investment proposals, matching grants disbursements, investment proposals in other areas that include climate change topics showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Mozambique, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in Portuguese language the official language of Mozambique, or other United Nations languages, is highly desirable;

The Fund seeks to engage a Treasury Consultant to strengthen operational efficiency and financial integrity within the Department of the Treasury. The consultant will join the GCF team at headquarters in Songdo- Republic of Korea, for a period of twelve (12) calendar months.

Role

The Treasury Consultant will provide operational, analytical, and administrative support to the Green Climate Fund’s Treasury team. The consultant will assist in managing the Fund’s liquidity, investment income, reflows, and banking operations, while contributing to process improvement, system integration, and financial reporting. The role contributes to process optimization, system integration, and financial reporting, enabling efficient workflows and robust internal controls. The position requires coordination with internal divisions, the Trustee, banking partners, and Accredited Entities (AEs) to maintain compliance with GCF’s policies, agreements, and governance framework.

Duties and Responsibilities:

A. Treasury Operations and Cash Flow Management

Monitor daily cash positions, balances, and transfers for cash flow management.
Prepare, validate, and process documentation related to the Treasury.
Coordinate with internal teams, banking partners, and relevant external institutions on operational matters and documentation requirements.
Review and support discussions related to Funded Activity Agreements (FAA) to ensure alignment with treasury workflows and policies.
Support and participate in processes related to disbursements, repayments, and other incoming financial flows.
Assist in identifying discrepancies or irregularities in financial submissions and support resolution and follow-up actions.

B. Financial Analysis and Reporting

Prepare treasury reports and analytical materials for management briefings and Board documentation.
Review parameters used to enhance audit reliability and financial consistency.
Contribute to the development of Treasury metrics and performance indicators for internal management and audit reporting.
Support cross-checks between multiple data sources to ensure accuracy and consistency in financial information.

C. Banking Relationships and Documentation

Serve as a point of contact for partner banks on operational issues, documentation queries, and process improvements.
Ensure all banking documentation complies with internal SOPs and governance standards.
Maintain correspondence archives and communication records with financial institutions for traceability and compliance monitoring.
Coordinate with internal divisions such as Compliance, Legal, Procurement, and Finance regarding documentation reviews, KYC requirements, and operational processes

D. System Integration and Process Enhancement

Contribute to the design, documentation, and enhancement of treasury-related systems, including future financial management modules.
Participate in user acceptance testing (UAT), workflow verification, system validation, and documentation of functional requirements.
Support preparation of technical specifications, process maps, and workflow documentation for system integration.
Collaborate with DIT, Finance, and external vendors to identify and implement process improvements across systems and data flows.
Maintain process manuals, templates, and standard operating procedures (SOPs) reflecting treasury’s evolving operational workflows.

Required Experience and Qualifications:

Master’s degree in Economics, Finance, Business, Innovation, Data, Public Policy, or a related analytical field.
Overall 4–5 years of work experience with 1–2 years of experience in treasury operations within an international organization or development finance institution.
Familiarity with multilateral fund operations, reflow mechanisms, and disbursement processes is critical.
Experience reviewing financial or operational documentation with strong accuracy and attention to detail.
Familiarity with Python, R, or similar tools for data structuring, validation, or basic automation.

Position Objective

The Monitoring and Evaluation Consultant will be responsible for ensuring that the GCF’s investments are deliverable, measurable, monitorable and credible by safeguarding the quality at entry of the monitoring and evaluation aspects in Readiness Grant Proposals (including National Adaptation Plans), Project Preparation Facility grants and Funding Proposals (Programmes & Projects). Additionally, the consultant will appraise the adherence by GCF’s NDAs and delivery partners to quality assurance standards for the GCF and best practices in results management. Also, the consultant will appraise the alignment of Funded Activities with the Fund’s Integrated Results Management Framework with respect to creating guidance, templates, initial quality assurance checks and substantive review and extraction of lessons learnt from evaluations. The consultant will also analyse performance data and provide that to the Director and the team to appraise and report on portfolio performance.

1. Purpose

Provide thorough and actionable guidance on and assessments of the climate action rationale, Theory of Change, indicators, climate adaptation methodologies and measurement, reporting and verification systems as articulated in concept notes, project ideas and funding proposals at various stages of development.
Ensure integration of meaningful M&E methodologies in Funding Proposals and Readiness proposals in compliance with the Board-approved frameworks such as the Integrated Results Management Framework, Readiness Result Management Framework, Evaluation Policy and Monitorinand Accountability Frameworks in order to improve the current and future management of outputs, outcomes and impact.
Support the Secretariat’s internal monitoring and reporting arrangements by contributing to KPI tracking, periodic performance synthesis, and management reporting (e.g., inputs to scorecards/dashboards), in coordination with relevant teams; maintain consistency and quality of reported results across Readiness, PPF and funded activities.

2. Engagement

Build internal and Africa region partners’ competencies with respect to best practices in M&E methodologies to ensure that the GCF eco-system is capacitated to deliver transformational and measurable/monitorable investments.
Network and actively engage with peer institutions, communities of practice, AEs, NDAs, DPs to disseminate learnings and to acquire timely information with respect to M&E policies, tools, and best practices.
Advise internal and external partners on current M&E best practices on elements such as preparing realistic benchmarks and mechanisms for measuring effectiveness of investments.

3. Delivery

Update M&E approaches to review and assess Funding Proposals and Readiness Grant proposals and work to build consistency in project/programme outputs, outcomes and impact.
Strengthen M&E tools and processes to evolve and maintain their responsiveness to evolutions in the field, GCF policies, and stakeholders needs.
Contribute to portfolio management activities, including the review of Annual Performance Reports (APRs), interim and final evaluation reports, project completion reports, and support for adaptive management activities.
Analyse performance data and prepare portfolio performance reports for feedback to the Director and the team.

Qualifications & Experience

Master’s degree in sustainable development, climate policy, environmental sciences, economics, finance, environment and development, or related fields.
A minimum of 3 years of experience in the project implementation, development and management of monitoring and evaluation systems.
Strong conceptual, research, and analytical skills, with the ability to think strategically and synthesize diverse information into actionable conclusions and recommendations.
Demonstrated experience in the implementation and financing of Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), and other climate finance strategies.
Familiarity with the Fund’s project cycle, results frameworks, reporting systems and monitoring and evaluation methods.
Preferably a strong background in implementing, monitoring and evaluating climate change and environmental projects/programs at the global and sub-national levels, particularly in the Africa region.

Required Skills

Advanced proficiency in modern full-stack development using Next.js and React for frontend development.
Expert-level backend development skills with Node.js and/or NestJS.
Strong experience with relational databases, including SQL Server, with ability to design and optimize data models.
Proficiency in API design and development using RESTful, OData, and GraphQL patterns.
Experience with cloud platforms, with preference for Azure infrastructure.

Required Experience and Qualifications

Minimum seven (7) years of professional experience as a full-stack software developer.

Demonstrated experience working on enterprise-level applications with complex data require-ments.
Experience with portal or platform-based systems is highly desirable.

Duties and Responsibilities

Design, develop, and maintain robust backend and frontend components of the GCF Partner Portal, with emphasis on Readiness and Preparatory Support Programme (RPSP).
Collaborate with the Readiness and Preparatory Support Programme (RPSP) team to under-stand business requirements, translate them into technical specifications, and ensure align-ment with programme objectives.
Coordinate with offshore-based technical teams to align on implementation approaches, tech-nical standards, and delivery timelines.
Develop and maintain RESTful APIs to enable seamless integration between frontend and backend systems.
Conduct code reviews and ensure adherence to development best practices, coding stand-ards, and security guidelines.
Participate in the design and implementation of system architecture improvements to support scalability and performance optimization.
Integrate third-party services and APIs to enhance portal functionality for Readiness and Pre-paratory Support Programme (RPSP) partners.
Support the deployment and monitoring of applications using CI/CD pipelines and cloud infra-structure.
Provide technical guidance and mentorship to junior developers working on portal enhance-ments.
Identify and troubleshoot technical issues, document solutions, and implement preventive measures.

About the Green Climate Fund

Position Objective

1. Purpose

Provide thorough and actionable guidance on and assessments of the climate action rationale, Theory of Change, indicators, climate adaptation methodologies and measurement, reporting and verification systems as articulated in concept notes, project ideas and funding proposals at various stages of development.
Ensure integration of meaningful M&E methodologies in Funding Proposals and Readiness proposals in compliance with the Board-approved frameworks such as the Integrated Results Management Framework, Readiness Result Management Framework, Evaluation Policy and Monitorinand Accountability Frameworks in order to improve the current and future management of outputs, outcomes and impact.
Support the Secretariat’s internal monitoring and reporting arrangements by contributing to KPI tracking, periodic performance synthesis, and management reporting (e.g., inputs to scorecards/dashboards), in coordination with relevant teams; maintain consistency and quality of reported results across Readiness, PPF and funded activities.

2. Engagement

Build internal and Africa region partners’ competencies with respect to best practices in M&E methodologies to ensure that the GCF eco-system is capacitated to deliver transformational and measurable/monitorable investments.
Network and actively engage with peer institutions, communities of practice, AEs, NDAs, DPs to disseminate learnings and to acquire timely information with respect to M&E policies, tools, and best practices.
Advise internal and external partners on current M&E best practices on elements such as preparing realistic benchmarks and mechanisms for measuring effectiveness of investments.

3. Delivery

Update M&E approaches to review and assess Funding Proposals and Readiness Grant proposals and work to build consistency in project/programme outputs, outcomes and impact.
Strengthen M&E tools and processes to evolve and maintain their responsiveness to evolutions in the field, GCF policies, and stakeholders needs.
Contribute to portfolio management activities, including the review of Annual Performance Reports (APRs), interim and final evaluation reports, project completion reports, and support for adaptive management activities.
Analyse performance data and prepare portfolio performance reports for feedback to the Director and the team.

Qualifications & Experience

Master’s degree in sustainable development, climate policy, environmental sciences, economics, finance, environment and development, or related fields.
A minimum of 3 years of experience in the project implementation, development and management of monitoring and evaluation systems.
Strong conceptual, research, and analytical skills, with the ability to think strategically and synthesize diverse information into actionable conclusions and recommendations.
Demonstrated experience in the implementation and financing of Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), and other climate finance strategies.
Familiarity with the Fund’s project cycle, results frameworks, reporting systems and monitoring and evaluation methods.
Preferably a strong background in implementing, monitoring and evaluating climate change and environmental projects/programs at the global and sub-national levels, particularly in the Africa region.
Outstanding interpersonal, communication, listening, relationship management, collaboration, and stakeholder engagement skills.
A team player with a proactive, solution-oriented, and can-do attitude.
