Editorial Support and Report Writer Consultant (Remote (Remote), KR)

The Fund seeks to recruit an Editorial Support and Report Writer Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join the GCF team on a remote basis for an initial 110 working days over an 8-month period contract.

Role
The Editorial Support and Report Writer Consultant will support the high-quality editorial and proofreading services for documents developed by the Secretariat related to meetings of the Board, and be responsible for preparing the reports of the Green Climate Fund Board meetings and replenishment meetings as needed in the period of the contract. Follow-up work will also be required to finalize the reports. The consultant may also perform as a note and minute-taker at meetings, GCF conferences, etc., as needed by the Fund.

Duties and responsibilities
Under the guidance of the Office of Governance Affairs Board Documentation Specialist, the consultant will:

Editorial Support

Provide editorial and proofreading support in advance of and following meetings of the Board, in collaboration with the Office of Governance Affairs;
Receive requests for editing from drafters and focal points in the Secretariat;
Allocate editing tasks to editorial consultants and keep track of requests using established tools and software;
Receive edited documents from editors, and perform quality control/second edits as required;
Respond to queries from requesters and editors on house style, terminology, and related matters;
Edit, proofread and revise Board documents, as needed;
Ensure Board documents express ideas clearly, are of a consistently high standard and adhere to GCF editorial style;
Consult with Secretariat staff to clarify ambiguities and rectify substantive errors;
Carrying out any other duties as may be required by the Office of Governance Affairs.

Report Writing

Draft the official report for the GCF Board meetings, in collaboration with the Report Writer Consultant, including the informal Board meetings as needed;
Prepare the initial draft of the report, incorporate comments received, review edited drafts, and finalize the document for adoption by the Board;
Review and consult drafts of the reports with designated GCF staff to clarify ambiguities and rectify substantive errors;
Ensure clarity of content, cohesion, structure, consistency of format, accuracy of grammar (including abbreviations), and conformity of the report with other official documents prepared by the Fund, in accordance with approved document guidelines;
Prepare transcripts of Board meetings to help clarify questions arising from Board members after meetings;
Draft other (minor) notes or input to Board documents that may be required at Board meetings;
Submit the initial drafts of each report within the three weeks following a Board meeting; and
Submit the final Board meeting report for Board review prior to publication on the GCF website within the five weeks following a Board meeting.

If requested by other divisions throughout the Fund, the consultant will:

Take notes at meetings and prepare minutes and reports on a demand basis;
Conduct other duties requested in a similar nature.

Required Experience and Qualifications

A university degree in linguistics or literature (English), international relations, political science, environmental studies or a related field;
At least seven (7) years of relevant experience, with a Master's degree, or nine (9) years with a Bachelor’s degree, in the preparation and revision of complex documents, of which two years should have been for an international organization;
Previous working experience with the intergovernmental process and the work of the United Nations or another international organization, in particular with report writing;
Ideally, previous experience working with the UNFCCC in a similar role;
Must have sound written, editorial and analytical abilities coupled with excellent organizational and planning skills; and
Excellent written and oral communication skills in English are essential for this position.

Intellectual Property Rights
GCF shall be entitled to all intellectual property, including but not limited to copyrights, patents
and trademarks, with regard to products, documents or other materials which are produced
under the Contract.

Liaison Officer for Guinea-Bissau (Remote (Remote), KR)

I. Background

Established in 2010 by the 194 countries that are Parties to the United Nations Framework Convention on Climate Change, the Green Climate Fund (GCF) serves as the world’s largest dedicated climate fund. Over the past decade GCF has financed transformative climate projects across developing countries, empowering them to respond to and combat climate change while promoting sustainable development within their communities. Today, our portfolio spans over USD 19 billion across more than 330 projects in over 130 countries, evidence of the profound impact that strategic climate finance can achieve.

As we scale toward our vision of becoming a USD 50 billion fund by 2030, strengthening national capacities remains central to our mission. GCF mobilizes public and private sector investments through a diverse financing instruments, and equips developing countries with the resources, skills, and capacities to effectively secure and manage climate financing through our Readiness and Preparatory Support Programme.

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role

The GCF Liaison Officer will act as the primary liaison between the GCF Secretariat and the country, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in programming, including facilitating the set up or improvement of coordination with relevant stakeholders, including those from the private sector;
To assist in accessing and implementing integrated programmes of readiness activities in the country;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Readiness

Engage/assist the NDA in co-developing draft TOR for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1] , if and as required;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.2 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals for the public and private sector, in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University level degree in climate change/environmental science, climate economics/finance, engineering, project finance or a closely related discipline;
At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Guinea-Bissau, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language(s) of Guinea-Bissau, or other United Nations languages, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and

VI. Assignment Details

The GCF Liaison Officer will be based in Bissau, Guinea-Bissau and will operate from the offices of the NDA and/or relevant agency.

The GCF Liaison Officer will support the NDA or relevant agency and report to the appropriate regional manager of the GCF Secretariat.

The initial assignment is for the maximum of 180 working days over the period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation, subject to the continued need and available funding.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Country Programme

Support the development and advancement of the Lao PDR country platform following the GCF guidance for country platforms;
Support the NDA in identifying, engaging and effectively coordinating with relevant climate stakeholders[1] as part of the development, advancement and operationalization of the Country Platform.
Assist the NDA in coordinating consultative processes within the Country Platform to identify key areas for results related to the development, advancement and implementation of NDCs/NAPs/LTSs, as well as translating them into policy instruments and project/programme ideas
Assist in the development and review of updated investment plan document, which articulated the country’s needs and climate priorities, in collaboration with the NDA, Country Platform and GCF Secretariat, ensuring timely processing and incorporation of feedback; and
Facilitate and assist the NDA in the advancement of the country platform including reporting annually and identifying challenges and opportunities to discuss with the NDA and GCF Secretariat.

To support this vision, the GCF is seeking highly qualified Cliamte Investment Management Consultant with a demonstrable track record of managing a diverse portfolio of private sector investments in developing countries The consultant will be based at the Green Climate Fund (GCF) Headquarters in Songdo, Incheon, South Korea, and will support pre-approval due diligence, project management and post approval execution of the private sector investment proposals in the Department of the Asia and the Pacific Region (DAPAC).

Position Objective

The Consultant will actively support the Project Lead in the review of private sector concept notes, funding proposals and will take project management role for the interdivisional review of the proposals. The Consultant shall contribute to development of the proposal package for consideration by investment committee and the board. Post approval of the proposals, the Consultant shall assist in execution of the project documents.
The initial assignment is for a period of six months, with potential for extension based on performance and organizational needs.

Duties and Responsibilities

The expected tasks and deliverables may include but not be limited to:

Screening of the concept notes and funding proposal for completeness check.
Apply analytical skills to conduct preliminary review of the project concept notes and investment proposals.
Coordinating with GCF interdivisional review team.
Assist Project Lead in preparation of the investment memo and presentation to the investment committee.
Contributing to post approval execution of the investment documents and monitoring the implementation under the guidance of Project Lead.

Reporting and Institutional Agreement

The Consultant will report to the designated Manager in the Department of Asia Pacific and will work under guidance from Project Lead for respective proposals.

Qualifications & Experience

Advanced university degree in economics, business administration, finance, or other relevant fields.
At least 9 years of solid experience, preferably with international organizations, in assessing private sector investments including complex financial transactions.
Sound understanding of different financial products: loans, guarantees and equity. Demonstrated track record of due diligence and monitoring of private sector investments with diverse financial products.
Ability to work in a multicultural environment with diverse stakeholders at different technical and strategic levels.
Exposure to managing a portfolio of projects and experience in international financial institutions and/or multilateral development banks is an advantage.
Exposure to/knowledge of climate change project issues and/or GCF working modalities is an added advantage.
Excellent written and oral communication skills in English are essential for this position.
