The Fund seeks to engage a Treasury Consultant to strengthen operational efficiency and financial integrity within the Department of the Treasury. The consultant will join the GCF team at headquarters in Songdo- Republic of Korea, for a period of twelve (12) calendar months.

Role

The Treasury Consultant will provide operational, analytical, and administrative support to the Green Climate Fund’s Treasury team. The consultant will assist in managing the Fund’s liquidity, investment income, reflows, and banking operations, while contributing to process improvement, system integration, and financial reporting. The role contributes to process optimization, system integration, and financial reporting, enabling efficient workflows and robust internal controls. The position requires coordination with internal divisions, the Trustee, banking partners, and Accredited Entities (AEs) to maintain compliance with GCF’s policies, agreements, and governance framework.

Duties and Responsibilities:

A. Treasury Operations and Cash Flow Management

Monitor daily cash positions, balances, and transfers for cash flow management.
Prepare, validate, and process documentation related to the Treasury.
Coordinate with internal teams, banking partners, and relevant external institutions on operational matters and documentation requirements.
Review and support discussions related to Funded Activity Agreements (FAA) to ensure alignment with treasury workflows and policies.
Support and participate in processes related to disbursements, repayments, and other incoming financial flows.
Assist in identifying discrepancies or irregularities in financial submissions and support resolution and follow-up actions.

B. Financial Analysis and Reporting

Prepare treasury reports and analytical materials for management briefings and Board documentation.
Review parameters used to enhance audit reliability and financial consistency.
Contribute to the development of Treasury metrics and performance indicators for internal management and audit reporting.
Support cross-checks between multiple data sources to ensure accuracy and consistency in financial information.

C. Banking Relationships and Documentation

Serve as a point of contact for partner banks on operational issues, documentation queries, and process improvements.
Ensure all banking documentation complies with internal SOPs and governance standards.
Maintain correspondence archives and communication records with financial institutions for traceability and compliance monitoring.
Coordinate with internal divisions such as Compliance, Legal, Procurement, and Finance regarding documentation reviews, KYC requirements, and operational processes

D. System Integration and Process Enhancement

Contribute to the design, documentation, and enhancement of treasury-related systems, including future financial management modules.
Participate in user acceptance testing (UAT), workflow verification, system validation, and documentation of functional requirements.
Support preparation of technical specifications, process maps, and workflow documentation for system integration.
Collaborate with DIT, Finance, and external vendors to identify and implement process improvements across systems and data flows.
Maintain process manuals, templates, and standard operating procedures (SOPs) reflecting treasury’s evolving operational workflows.

Required Experience and Qualifications:

Master’s degree in Economics, Finance, Business, Innovation, Data, Public Policy, or a related analytical field.
Overall 4–5 years of work experience with 1–2 years of experience in treasury operations within an international organization or development finance institution.
Familiarity with multilateral fund operations, reflow mechanisms, and disbursement processes is critical.
Experience reviewing financial or operational documentation with strong accuracy and attention to detail.
Familiarity with Python, R, or similar tools for data structuring, validation, or basic automation.
Integrity, discretion, and reliability in handling sensitive financial data.
Strong organizational skills and reliability in handling sensitive financial information.
Ability to work under tight deadlines and manage high-volume processes.
Excellent communication and coordination skills across internal and external stakeholders.
Knowledge of ERP or treasury systems.
Fluency in English with strong writing and documentation capabilities; additional languages are an asset.

Role Overview

The GCF seeks an experienced Senior Software Engineer Consultant for a position in the Department of IT, reporting to the Head of Digital Solutions. The successful candidate will contribute to the devel-opment and enhancement of the GCF Partner Portal, with a primary focus on implementing and opti-mizing features and modules supporting the Readiness and Preparatory Support Programme (RPSP). Working closely with the Readiness and Preparatory Support Programme (RPSP) in the Department of Investment Services, you will help ensure the portal delivers seamless, secure, and user centric expe-riences for national designated authorities, direct access entities, and other partner organizations. In this role, you will bridge backend and frontend systems to build scalable solutions that support coun-tries throughout their readiness and preparation journeys, from early capacity-building to project de-sign and preparation.

Required Skills

Advanced proficiency in modern full-stack development using Next.js and React for frontend development.
Expert-level backend development skills with Node.js and/or NestJS.
Strong experience with relational databases, including SQL Server, with ability to design and optimize data models.
Proficiency in API design and development using RESTful, OData, and GraphQL patterns.
Experience with cloud platforms, with preference for Azure infrastructure.
Strong grasp of data security, authentication protocols (OAuth, JWT), and encryption standards.
Demonstrated ability to design and implement scalable system architectures for enterprise ap-plications.

Duties and Responsibilities

Design, develop, and maintain robust backend and frontend components of the GCF Partner Portal, with emphasis on Readiness and Preparatory Support Programme (RPSP).
Collaborate with the Readiness and Preparatory Support Programme (RPSP) team to under-stand business requirements, translate them into technical specifications, and ensure align-ment with programme objectives.
Coordinate with offshore-based technical teams to align on implementation approaches, tech-nical standards, and delivery timelines.

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role

The GCF Liaison Officer will act as the primary liaison between the GCF Secretariat and the country, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in programming, including facilitating the set up or improvement of coordination with relevant stakeholders, including those from the private sector;
To assist in accessing and implementing integrated programmes of readiness activities in the country;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Readiness

Engage/assist the NDA in co-developing draft TOR for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1] , if and as required;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.2 Pipeline Development, Implementation, Monitoring and Reporting

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

Advanced university degree in climate change, environmental sciences, development studies, economics, public policy, public administration, project/programme management, engineering, climate finance, or related fields;
At least eight years of progressively responsible experience in climate change, sustainable development, environmental governance, public policy, development finance, programme management, or climate finance related initiatives.;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing development issues;
At least five years of experience in developing, coordinating, reviewing or supporting funding proposals, concept notes, investment cases, strategic programmes or donor-funded initiatives related to climate change, environment or sustainable development.;
Experience in addressing climate change issues in Côte d'Ivoire, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Experience working with or within international organizations, multilateral institutions, development finance institutions, or international development programmes supporting climate action, sustainable development or environmental governance would be an asset.;

The GCF Liaison Officer will support the NDA or relevant agency and report to the appropriate regional manager of the GCF Secretariat.

Support the development of the Zambia country programme with GCF, following the GCF guidance for country programmes;
Assist the NDA in coordinating consultative processes within the country to identify key areas for results related to the implementation of NDCs/NAPs/LTSs and developing project/programme ideas for the country programme;
Assist in the process of identifying potential partners for the implementation of the Country Programme, including the direct access entity (Zanaco) and potential direct access entities;
Assist in the development and review of country programme drafts in collaboration with the NDA and GCF Secretariat teams, ensuring timely processing and incorporation of feedback; and
Facilitate and assist the NDA in the implementation of the country programme, including reporting annually and identifying challenges and opportunities to discuss with the NDA and GCF Secretariat.

4.2 Readiness

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University level degree in climate change/environmental science, climate economics/finance, project finance or a closely related discipline;
At least eight years of experience in the public and/or private sector including a demonstrated focus on managing climate related programs and institutional coordination for initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully supporting the development of climate change initiatives and resource mobilisation, showcasing expertise providing quality assurance for funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Zambia, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;

Portfolio Data & Results Consultant (Incheon, South Korea (ICN), KR)

About the Green Climate Fund

Role

The Green Climate Fund seeks a Portfolio Data & Results Consultant to serve as a critical technical contributor to DMEL's data and reporting deliverables. The Consultant will leverage advanced analytics and Python-based development to extract, structure, and analyse data that is not readily available through existing dashboards and systems, thereby directly enabling portfolio analytics, as well as contributor, Board and other stakeholders reporting, while reinforcing data governance through improved data quality, consistency, and integration across systems. The Consultant's work will directly support the implementation of key objectives outlined in the 2025–2027 DMEL Work Programme, particularly under the Monitoring, Data and Results workstream. The Consultant will report to the Monitoring, Results and Data Management Manager.

Duties and Responsibilities

Under the guidance of the Monitoring, Results and Data Management Manager, the Consultant will undertake the following tasks:

1.Python-Based Analytics

Develop and maintain Python-based tools to extract and structure data from non-standard APR Excel templates, automating disbursement and financing breakdown extraction.
Build NLP-driven Python models to extract thematic project and other data from unstructured PDFs, enabling enhanced portfolio, COP and contributor reports and analyses.
Contribute to Python-supported data cleaning, migration, and integration pipelines (ETL) across PPMS/iPMS, underpinning analytics and reporting workflows.

2. Results Monitoring and Portfolio Analysis

Prepare visualizations and analytical summaries for internal reports, Board materials and external communications, including UNFCCC COP reporting.
Deliver analyses on USP2/USP3 (as relevant) indicators, including development and clarification of methodologies;
Validate and rectify portfolio data in iPMS to address tagging and consistency issues are addressed.
Maintain dashboard-ready datasets underpinning portfolio-level reporting;
Flag data issues affecting trend analysis and portfolio interpretation.
Support regional and thematic portfolio analyses through data-driven presentations and technical follow-up on portfolio composition and performance.

3. Dashboard Development and Data Visualization

Maintain and enhance Power BI dashboards and supporting datasets tracking implementation, disbursement, and climate results across the portfolio.
Provide technical inputs to the design and refinement of interactive dashboards, including enhancements to semantic models, data filters, and alignment with GCF results frameworks (PMFs, iRMF, Rev. RRMF, HRMF).
Coordinate with regional teams and project leads to validate dashboard content and improve usability.

4. Contributor and External Reporting

Prepare and refine datasets for contributor reporting .
Support clarification of assumptions and data limitations for external sharing and stakeholder engagement.
Extract, clean, and analyse ex-post co-financing data from APRs; document methodological and system constraints; prepare project-level and aggregate datasets.

5. Data Quality, Governance, and Systems Coordination

Identify and flag data inconsistencies across monitoring platforms; contribute to the application of validation rules and cleaning protocols.
Coordinate with DIT and OCIO on system limitations and interim solutions pending full GPP–iPMS integration.
Support development and documentation of SOPs and data dictionaries to standardize data entry and reporting practices.
Coordinate DMEL inputs to internal data requests

6. Learning, Knowledge Sharing, and Other Tasks

Assist in preparing training materials, user guides, and FAQs related to data systems and results reporting tools.
Support team briefings, data clinics, and internal learning sessions to disseminate findings and promote capacity building.
Contribute to updates to the RPSP knowledge site and other internal knowledge repositories.
Undertake background research in support of results framework harmonization (RMF, IRMF, RRMF).
Carry out additional tasks as assigned by the supervisor.

Qualifications and Experience

Bachelor's degree in Applied Mathematics, Data Science, Statistics, Computer Science, Economics, or a related quantitative field. A Master's degree is plus.
Minimum of 1–2 years of hands-on experience in data analytics, data engineering, or monitoring and evaluation in a climate finance, development finance, or international organization context.
Demonstrated experience developing Python-based data extraction, automation, and analysis tools, including work with semi-structured and unstructured data sources (e.g., Excel, PDF, APR templates).
Proven experience with NLP or machine learning methods applied to classification or text analysis tasks.
Experience with ETL pipeline development and database integration (e.g., PPMS/IPMS or comparable systems).
Track record of contributing to high-stakes institutional reporting & analysis

Technical Skills

Advanced proficiency in Python (required);
Advanced proficiency in Power BI, including DAX and semantic model development. (required);
Proficiency in SQL and advanced Excel.
Familiarity with R, MATLAB, or C/C++ is an asset.
Experience with statistical methods including regression analysis, GLM, GAM, clustering, and NLP.

Under the overall supervision of the Department of Investment Services (DINVS), the consultant will support the Readiness team in the coordination and operational management of key workstreams under the Readiness and Preparatory Support Programme. This includes tracking the grant pipeline and portfolio, supporting pre-implementation processes for grant handover to UNOPS, facilitating proposal reviews and system-related improvements, and contributing to the development of a new grant management platform. The consultant will also assist in knowledge management, data tracking, and reporting. The consultants will be reporting to the Senior Readiness Specialist.

Duties and Responsibilities

1. Pipeline and Portfolio Workstream

Tracking of approved readiness grants, active pipeline proposals, the delivery partners and provide updates as needed
Tracking the new readiness placement Programme in coordination with regional desks and provide update as needed
Analyze the pipeline of proposals, readiness budget and approved portfolio of grants under implementation for key deliverables, outcomes and impacts to enhance knowledge sharing and learning for both internal and external audiences.
In consultation with relevant Regional teams, coordinate with internal stakeholders across the Secretariat to support pre implementation grants documentation for the hand-over of grants to UNOPS and solve any pre-implementation grants issues.
Support the regional teams in the clearing up of the outstanding pipeline.

2. Readiness Grant Cycle Workstream

Coordinating with ICT to fix any issues related to the online management systems to facilitate efficient progress of proposals from submission to approval
Support the readiness finance team in preparing necessary document (e.g. FMCA endorsement notification, Refund notice letter and others) and process for signatures
Supporting the development of the new system and enhancement of the current system for the readiness
Support in the management of readiness portfolio

3. Knowledge management and reporting workstream

Support in the development of Board papers related to Readiness and in reporting to the Board, senior management, and other divisions upon request (Report on Activities of the Secretariat (RAS), RPSP annual report in coordination with DMEL team, COP report, LEG report, Annual update on complementarity and coherence
Support the development of webinars, briefing notes related to readiness processes
Management of data request related to readiness.
Support the development of readiness related dashboards to help in the management of the grants.
Liaise with necessary departments to ensure all relevant information for Readiness (eg. Approved grants, knowledge products, and other core documents) are uploaded to the GCF website
Perform other tasks as deemed necessary.

Required Experience and Qualifications

Master’s degree in international relations, economics, finance, sustainable development, project management or a relevant Bachelors’ degree with 2 additional years of experience.
At least 3 years of relevant work experience in project development and implementation, especially related to climate change interventions.
Proficiency in using data management-related software programs (e.g., Tableau, Power BI, Phyton etc.) and standard software programs (MS Word, Excel, PowerPoint, etc.).
Excellent written and oral communication skills in English are essential for this position.
Knowledge of another UN language is an advantage.

Responsibilities will include supporting administrative procedures related to disbursement processing, such as completing sanction screening, liaising with internal teams and relevant departments, preparing required documentation, and supporting workflow processing in relevant systems. In addition, the consultant will contribute to data tracking, reporting, and knowledge management activities as required. The consultant will report to the Senior Readiness Specialist.

Duties and Responsibilities

Under the overall supervision of the Department of Investment Services (DINVS) and the direct guidance of the Senior Readiness Specialist and the readiness team, the consultant will be responsible for, but not limited to, the following tasks:

Support in processing disbursement requests, including conducting sanction screening, verifying documentation completeness, and supporting workflow processing in relevant systems (e.g., PPMS, ERP platforms).
Assist with coordinating internal reviews and tracking timelines to support timely completion of disbursement and UNOPS tranche processing.

A minimum of 1 years of relevant experience in financial resource management, accounting, internal audit, and project/grant portfolio management, with strong analytical skills.
Basic knowledge or experience with financial administration tasks such as reviewing documentation, supporting disbursement processes, or maintaining financial or project records is desirable.
