The Fund seeks to engage a Senior Team Assistant Consultant to carry out the tasks, duties and responsibilities, as detailed below. The consultant will join the GCF team on a site, in person for a over a 5-month period contract.

Role

Under the direction of the Director of Communications and Director of External Relations, the consultant is expected to provide support to two teams within the Office of the Chief Strategy and Impact Officer: the Department of Communications (DCOM) and the Department of External Relations (DER). The consultant should demonstrate proficiency and expert-level skills, including the ability to operate within broader contexts, anticipate needs, and maintain high standards in administrative support while adapting to various demands.

Duties and Responsibilities

The consultant will ensure consistent service delivery and uphold the Fund’s high standards through quality execution of responsibilities but not limited to:

1. Administrative and managerial support

Assure constant support to the Departments’ management by ensuring that general administrative, human resources, budget, and procurement related support is provided to the Departments on a timely manner and serve as the Departments’ focal point (in communication with other Offices and Departments) as deemed necessary.
Oversee and contribute where applicable to office managerial processes to ensure efficiency, quality assurance, effectiveness, adaptability, and innovation of the Departments’ output in alignment with the
Directors’ vision at the administrative level, working closely with the Directors and Senior Staff of the Departments.

2. Managerial advisory, internal communication, staff training, and professional representation

Identify and recommend key areas requiring the Directors’ attention in his/her managerial role and communicate messages on behalf of the Directors to the teams and across Offices to ensure smooth internal information flow.
Manage the Directors’ calendar and meeting schedules, coordinating effectively to optimize time and priorities.
Support the Directors’ mission travel arrangements, ensuring timely preparation and logistical coordination.
Train new staff on organizational processes to facilitate proper onboarding and socialization, while exemplifying high professional standards in all internal and external communications.

Required Experience and Qualifications

Bachelor’s degree, with at least 2 years of relevant experience or equivalent combination of relevant education and experience.
Experience in handling logistics for events, workshops, conferences and Board meetings.
At least 2 years of supervisory experience in a similar office setting preferred; Previous experience supporting larger teams is required;
Formal training in secretarial, clerical, administrative, and/or operational services desirable.
Good knowledge of office technology such as MS office package, and experience in working with databases is highly desirable.

Liaison Officer for Seychelles (Remote (Remote), KR)

I. Background

As we scale toward our vision of becoming a USD 50 billion fund by 2030, strengthening national capacities remains central to our mission. GCF mobilizes public and private sector investments through a diverse financing instruments, and equips developing countries with the resources, skills, and capacities to effectively secure and manage climate financing through our Readiness and Preparatory Support Programme.

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

Seychelles submitted its updated NDC in July 2021. The country aims to reduce its emissions by 26.4% by 2030 as compared to the business-as-usual scenario. The updated NDC covers energy, transport, solid waste, tourism, circular economy, coastal management, infrastructure, fisheries, agriculture and biosecurity, blue carbon ecosystems, biodiversity conservation, health, and early warning and disaster risk management. The total cost of NDC implementation is estimated at USD 331.50 million for mitigation measures and USD 339 million for adaptation measures. Seychelles has an NDC Action Plan which is in the process of being revised to be fully aligned with the updated NDC. The Government intends to strengthen governance, coordination, while mainstreaming climate policies within budget and investment planning and aligning sectoral climate policies with national policies and commitments. Critical efforts will need to be undertaken to strengthen capacities and enhance the supervision of financial sector climate related risks and in catalyzing private sector financing.

II. Role

The GCF Liaison Officer will act as the primary liaison between the GCF Secretariat and the country, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including country programming, accreditation, readiness support, conceptualisation, and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To assist the Ministry to develop a climate finance roadmap/framework.
To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
Support the NDA in exploring the viability of modern climate financial instruments in the context of Seychelles and develop a Menu of Options in support of operationalizing the Sustainable Finance Framework and leveraging a pipeline of bankable mitigation and adaptation projects;
In partnership with public and private stakeholders, build on the efforts of the Ministry on sustainable finance by advancing locally led climate action, disclosures, resilience planning, taxonomy development or application.
To support the NDA and/or relevant agencies in developing and implementing country programmes, including facilitating the set up or improvement of coordination with relevant stakeholders;
To assist in accessing and implementing integrated programmes of readiness activities in the country that address identified capacity gaps;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Country Programme

Support the development of Seychelles country programme
Assist the NDA in coordinating consultative processes within the country to identify key areas for results related to the climate finance roadmap/framework, implementation of NDCs/NAPs/LTSs and developing project/programme ideas;
Assist in the process of identifying potential partners for the implementation of the Country Programme, including potential direct access entities;
Assist in the development and review of country programme drafts in collaboration with the NDA and GCF Secretariat teams, ensuring timely processing and incorporation of feedback; and
Facilitate and assist the NDA in the implementation of the country programme, including reporting annually and identifying challenges and opportunities to discuss with the NDA and GCF Secretariat.

4.2 Readiness

Engage/assist the NDA in co-developing draft TORs for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Support capacity and awareness building within the Ministry of Environment, public and private sector (particularly financial institutions) on (i) identification, valuation and mainstreaming of climate risks in financial decision making, (ii) reporting in line with recognized climate and sustainability disclosure frameworks to align with international financing requirements and increase access to international finance, (iii) existing sustainable finance taxonomies and their application, (iv) transition planning and financing, and (v) other measures to scale up sustainable investments.
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1] , if and as required;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.3 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.
Assist the NDA in the organization of project missions and other relevant events to support monitoring and showcase GCF results and conduct site visits to GCF project sites in coordination with the GCF Secretariat;
Assist the NDA in supporting and providing inputs to investigations led by the independent units of the GCF.
Provide technical support to the NDA in the implementation of relevant new or ongoing projects and initiatives;
Contribute to the preparation of regular reports, briefs, and policy preparation as required
Perform any other duties as may be assigned.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University level degree in climate change/environmental science, climate economics/finance, economics, engineering, project finance or a closely related discipline;
At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Seychelles, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language(s) of Seychelles, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and

VI. Assignment Details

The GCF Liaison Officer will be based in Mon Fleuri, Mahé, Seychelles and will operate from the offices of the NDA.

The GCF Liaison Officer will support the NDA or relevant agency and report to the appropriate regional manager of the GCF Secretariat.

III Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;

V. Qualifications and Experience

The candidate should meet the following qualifications and experience:

Minimum of 8 years with undergrad/tertiary, and at least 3 years with Master’s or higher degree in climate change/environmental science, climate economics/finance, engineering, project finance or a closely related discipline;
At least 8 years of relevant experience in public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in drafting concept notes and/or proposals for climate finance and managing climate change projects across the full cycle.
Strong understanding of national and local institutional contexts with the ability to engage and collaborate effectively with diverse stakeholders. excellent written and verbal communication skills, complemented with strong presentation abilities, to effectively convey ideas to diverse audiences;
Familiarity with the GCF, including its operations and funding mechanisms will be an asset;
Fluency in English is required;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and

As part of their reporting obligations, the experts are expected to compile a quarterly report detailing activities conducted and results achieved, to be shared with the NDA and GCF Secretariat.

IV. Responsibilities

The following responsibilities to ensure the successful implementation of the placement scheme:

4.1 Country Programme

Support the development of the Jamaica country programme with GCF, following the GCF guidance for country programmes;
Assist the NDA in coordinating consultative processes within the country to identify key areas for results related to the implementation of NDCs/NAPs/LTSs and developing project/programme ideas for the country programme;
Assist in the process of identifying potential partners for the implementation of the Country Programme, including potential direct access entities;

4.2 Readiness

Provide support to the Programme Coordination, Monitoring & Evaluation Of􀏐icer in the NDA office to develop and implement a Monitoring, Evaluation and Learning Plan (inclusive of results matrix and indicators) to include all Jamaica Readiness 2024-2027 programmes under the country access window, and other Readiness Programmes being implemented by Direct Access Entities (DAEs);

4.3 Pipeline Development, Implementation, Monitoring and Reporting

Support the NDA to develop and implement a Monitoring, Evaluation and Learning Plan (inclusive of results matrix and indicators) to include all GCF projects being developed and/or implemented in Jamaica, albeit a national or regional initiative;
Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clari􀏐ications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University/tertiary level degree in climate change/environmental science, climate economics/finance, engineering, project finance or a closely related discipline;
Experience in the public and/or private sector with a focus on project management or monitoring for climate change mitigation and adaptation;
- Minimum of 7 years with undergrad/tertiary degree, or 3 years with Master or higher degree;
At least three (3) years of work experience in Result Based Management, M&E, project performance indicator development and monitoring, impact evaluation, social analysis, qualitative and quantitative research, development of gender-responsive indicators, and project implementation;
In depth understanding of the national institutional / local context and ability to engage with and foster cooperation among a broad range of stakeholders and diverse groups;
Demonstrated excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, knowledge of local languages of, or other United Nations languages, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and
Candidates must demonstrate a strong commitment to ethical standards, including integrity, transparency and accountability in all professional activities.

VI. Assignment Details

The GCF Liaison Officer will be based in Kingston, Jamaica and will operate from the offices of Jamaica’s NDA.

The GCF Liaison Officer will support the NDA and report to the appropriate regional manager of the GCF Secretariat.

As part of their reporting obligations, the Expert is expected to compile a monthly report detailing activities conducted and results achieved, to be shared with the NDA and a quarterly report to the GCF Secretariat.

Preference will be given to nationals or residents of Jamaica for this position.

Liaison Officer for Niue (Remote (Remote), KR)

I. Background

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role

The GCF Liaison Officer will support the NDA in their role as the primary liaison between the GCF Secretariat and the country, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in programming, including facilitating the set up or improvement of coordination with relevant stakeholders, including those from the private sector;
To assist in accessing and implementing integrated programmes of readiness activities in the country;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Readiness

Engage/assist the NDA in co-developing draft TOR for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1] , if and as required;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University level degree in climate change/environmental science, climate economics/finance, engineering, project finance or a closely related discipline;
At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Niue, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language(s) of Niue, or other United Nations languages, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and
