Treasury Asset and Liability Management Consultant (Incheon, South Korea (ICN), KR)

The Fund seeks to engage an Asset and Liability Management Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join the GCF team on a site, in person for an initial 120 working days over a 6-month period contract.

Role

The Treasury Asset and Liability Management Consultant will work within the Department of the Treasury in overseeing cash flow and liquidity management to ensure adequate funding for operational and strategic needs within established risk limits. The role will help manage all aspects (planning, policies, implementation, monitoring, reporting etc.) of optimizing cash management systems, enhancing capital structure efficiency, building financial infrastructure, and mitigating financial risks through proactive market analysis and hedging strategies. The position will report to the Head of Asset and Liability Management and will assist with various tasks executing the overall treasury strategy with the purpose of ensuring the Fund’s financial stability and resilience.

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

Develop procedures and provide technical support for the execution of cash flow and liquidity management strategies and monitoring systems, ensuring alignment with the Fund’s financial objectives and risk appetite.
Analyze cash management processes and systems, identifying efficiency opportunities in collaboration with treasury operations to support GCF’s financial health.
Participate in the identification and deployment of hedging strategies across FX, interest rate and credit exposures, safeguarding against volatility and market fluctuations.
Collaborate with peers in risk and financial control and other groups as needed to assist the implementation of cash investment strategies considering portfolio requirements, growth objectives, and liquidity support for operations.
Collaborate with peers in risk, financial control, external relations, investment office, general counsel and other groups to assist in the creation of financial infrastructure to support GCF’s replenishment process.
Prepare regular asset and liability metrics and communication materials for senior management teams and relevant stakeholders.
Develop tools to monitor financial market developments that help optimize hedging strategies for the Asset and Liability portfolio of the Fund.
Monitor capital adequacy and liquidity and cash flow status as part of the commitment authority framework
Draft and revise policies related to these duties and responsibilities.

Required Experience and Qualifications

Advanced university degree (Master’s degree or equivalent) in a finance, treasury, or risk field of study.
A minimum of 10 years of relevant experience, of which at least 3 years in finance or treasury.
Fluency in English is essential; knowledge of another United Nations language is an advantage.
Strong analytical skills and clear communication (written and verbal) skills.
Knowledge of different financial tools – equity, debt, guarantees, results-based payments and grants.
Proven experience in collaborating with diverse stakeholders and partners is mandatory.
Experience supporting the implementation of capacity building, climate change, or sustainable development projects in developing countries is desirable.
Ability to be agile and work collaboratively in a fast-changing, multicultural environment at different technical and strategic levels.
Integrity and adherence to the highest ethical standards.
Relevant work experience with international organizations is desirable or at least a willingness to learn the operational framework and fiduciary standards of international institutions.
Knowledge of Bloomberg, Kyriba and Oracle is desirable.
Competency in working with AI tools (e.g., Microsoft Copilot) is desirable. AI agent development skills are a plus.

Gender Consultant (Roster Based) (Remote (Remote), KR)

Introduction

The Fund seeks to recruit Gender Consultants under its remote -roster based to carry out the tasks, duties, and responsibilities, and to provide support to the hiring unit, as detailed below;

Role

GCF is establishing a roster of Gender Consultants to provide remote support to the Secretariat. The Gender Consultant will ensure that GCF-funded activities across public and private sectors comply with the GCF Gender Policy and will support Operational Safeguards in managing surge capacity.
The role applies to all regions and contributes to ensure quality at entry and throughout implementation, including monitoring, evaluation, and learning for Funded Activities.
The Gender Consultant will support gender due diligence and SEAH risk assessment, Annual Performance Report (APR) reviews, portfolio analysis, and institutional learning support to strengthen impact/results-based management and evidence-informed decision-making across GCF operations.

Duties and Responsibilities

The expected tasks and deliverables may include but not be limited to:

Provide technical review of gender assessments and action plans in funding proposals.
Ensure alignment with GCF Gender Policy and Board-approved frameworks, including the institutional Gender Action Plan in investment operations.
Undertake expert reviews of the Annual Performance Reports of GCF funded activities for sections covering gender in a timely manner as per GCF Policy requirements, agreed assessment and action plans with the AE, as outlined in the Accreditation Master Agreement and the Funded Activity Agreement(s) for each approved project/program.Prepare a review note/summary for each APR containing key gender developments during the reporting period which should contain, but may not be limited, to the following:
- Key compliance issue with the gender and SEAH clauses in the FAA and applicable national laws and regulations.
- Expert opinion on the extent to which the GCF funded projects and programs are able to promote gender equality and women’s empowerment and mainstreaming as stipulated in project/programme documents and particularly gender action plan.
- Providing recommendations for any identified implementation gaps and for improving how gender equality issues are addressed in the ongoing projects/programmers
- Including support where relevant, to assessing the implementation of legal conditions related to project disbursements.
- Any follow-up actions implemented based on items reported in the previous reporting period.

Required experience and qualifications

Advanced university degree related to gender studies preferably within the development sector
Requires Master’s (7 years) or Bachelor’s (9 years) of relevant work experience, including professional background on gender issues particularly in developing, guides, checklists and frameworks at institutional levels.
Strong analytical, writing skills, with ability to work under strict timelines;
Demonstrated experience in gender mainstreaming in projects and programs (project/program cycle)
Exposure to managing gender aspects in a portfolio of projects and experience in international financial institutions and/or multilateral development banks is an advantage.
Proven ability to work effectively with multicultural and multidisciplinary teams.
Exposure to/knowledge of GCF working modalities is an added advantage.

Social Media Consultant (Incheon, South Korea (ICN), KR)

Background

GCF is the world’s climate fund for developing countries, mobilising and delivering capital at scale, strengthening institutions and supporting transformative change, and bringing together our extensive partnership networks to deliver impact.

GCF is mandated as the primary operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC) and serves the 2015 Paris Agreement. To fulfil its role in supporting global climate ambition, GCF is focused on delivering high-impact climate finance at scale, underpinned by a country-owned approach focused on system-wide change. The Fund has over USD 20 billion committed across 134 developing countries through a wide range of adaptation and mitigation projects.

Social media is a core medium for communicating GCF’s impact, accountability, partnerships, and leadership to a diverse global audience. To support the Department of Communications (DCOM) 's social media work, particularly for the Fund’s upcoming replenishment year, DCOM seeks to engage a Social Media Consultant to assist with content creation, platform management, campaign execution, and data-driven performance reporting across priority channels.

The consultant will be based at the headquarters in Songdo, Republic of Korea, and the contract period will be for one year.

Scope of work

Under the supervision of the Digital Communications Specialist, and in close coordination with the DCOM Multimedia Team, the consultant will be responsible for the following:

1. Content development, design, and editorial support

Draft, edit, and refine high-quality social media copy for GCF’s official channels (LinkedIn, X, Facebook, Instagram, Threads, and Bluesky), ensuring alignment with GCF’s institutional voice, brand guidelines, and strategic priorities.
Design simple, high-quality social media visuals and layouts (e.g. quote cards, infographics, carousels, charts, thumbnails, and visual explainers) using approved templates or brand frameworks.
Translate complex climate finance, policy, and project information into clear, engaging, and visually coherent social media content.
Adapt long-form content (press releases, reports, Board decisions, speeches, project stories, etc.) into integrated copy-and-visual social media packages.

2. Platform and campaign support

Support the planning and execution of social media campaigns, ensuring copy and visual assets are platform-appropriate and optimised for performance.
Develop visually consistent content for institutional moments such as Board meetings, COPs, replenishment-related milestones, thematic days, and partnership announcements.
Collaborate with multimedia colleagues on ideating social media content and by supplying aligned copy, captions, and basic visual assets where required.
Support live or near-real-time social media coverage during priority events, when requested.

3. Monitoring and analytics

Support ongoing monitoring of social media performance using native analytics and established social media management tools.
Provide inputs to periodic performance summaries, highlighting engagement trends and content formats that perform well.
Flag emerging themes, reputational considerations, or social media opportunities or threats that could impact GCF’s digital presence.

Required experience and qualifications

University degree in Communications, Graphic Design, Visual Communication, Journalism, International Relations, Environmental Studies, or a related field.
Minimum of 3 years (Master’s degree) or 5 years (Bachelor’s degree) of professional experience in social media, digital communications, or content production roles.
Experience working with international organizations, development finance institutions, or climate- or sustainability-focused entities is a plus.
Demonstrated experience producing both written and visual social media content, including designing simple yet effective graphics and layouts alongside strong editorial copy. Please provide a link to a digital portfolio, if available.
Excellent writing and editing skills in English, with a strong command of clarity, tone, and narrative structure across platforms.

Liaison Officer for Honduras (Remote (Remote), KR)

I. Background

Established in 2010 by the 194 countries that are Parties to the United Nations Framework Convention on Climate Change, the Green Climate Fund (GCF) serves as the world’s largest dedicated climate fund. Over the past decade GCF has financed transformative climate projects across developing countries, empowering them to respond to and combat climate change while promoting sustainable development within their communities. Today, our portfolio spans over USD 19 billion across more than 330 projects in over 130 countries, evidence of the profound impact that strategic climate finance can achieve.

As we scale toward our vision of becoming a USD 50 billion fund by 2030, strengthening national capacities remains central to our mission. GCF mobilizes public and private sector investments through a diverse financing instruments, and equips developing countries with the resources, skills, and capacities to effectively secure and manage climate financing through our Readiness and Preparatory Support Programme.

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role

The GCF Liaison Officer will act as the primary strategic and technical interface between the GCF Secretariat and the country, supporting institutional leadership, policy alignment, and effective climate finance governance, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in programming, including facilitating the set up or improvement of coordination with relevant stakeholders, including those from the private sector;
To assist in accessing and implementing integrated programmes of readiness activities in the country;
Strengthen national climate finance governance frameworks, policy coherence, and institutional arrangements aligned with GCF standards and national development priorities;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Readiness

Engage/assist the NDA in co-developing draft TOR for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the planning for readiness support;
Provide strategic guidance on national readiness programming, ensuring coherence across multiple funding streams and implementing entities;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1] , if and as required;
Support institutional coordination mechanisms between environment, finance, planning, and sector ministries;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.2 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals for the public and private sector, in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Provide technical leadership in the development and advancement of project pipelines;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA portfolio-level monitoring and results management, including reporting to national authorities and international partners;
Assist in the process of identifying potential partners for the implementation of the projects and programs related to the GCF, including potential direct access entities;
Support other needs that the National Designated Authority (NDA) may require within the framework of implementing projects and programs related to the GCF, ensuring that these activities align with national priorities and needs;
Maintain a record of existing climate change information datasets from any relevant source that is shared promptly with AEs, consultancies and other relevant stakeholders to guide concept note and funding proposal development;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University degree (Bachelor’s required; advanced postgraduate degree (Master’s or higher) in environmental management, climate change, public policy, or related disciplines is an asset);
At least eight to ten years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Experience in senior public sector or government leadership roles, including coordination of national climate or environmental portfolios
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Honduras, providing a deep understanding of the local context and challenges;
Demonstrated experience managing large-scale climate or environmental portfolios, including multi-million-dollar international financing.
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Experience representing a country or institution in high-level international climate or environmental forums.
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF or comparable multilateral climate finance mechanisms (e.g. GEF, Adaptation Fund, multilateral development banks), including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language(s) of Honduras, or other United Nations languages, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and
Candidates must demonstrate a strong commitment to ethical standards, including integrity, transparency and accountability in all professional activities.

VI. Assignment Details

The GCF Liaison Officer will be based in Tegucigalpa, Honduras and will operate from the offices of the NDA.

The GCF Liaison Officer will support the NDA and report to the appropriate regional manager of the GCF Secretariat.

The initial assignment is for the maximum of 180 working days over the period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation, subject to the continued need and available funding.

Preference will be given to nationals or residents of Honduras for this position.
