The Fund seeks to engage a Credit and Investment Risk Consultant to carry out the duties and responsibilities and provide support to the hiring unit as detailed below. The assignment is for an initial 84 days (Remote) or 140 days (HQ based) over a 7-month period (June 1 to December 31, 2026), with a possible extension.

Role

The Department of Risk Management and Compliance (DRMC) comprises the Risk and Compliance units. Combined, DRMC’s function is to: (a) develop, manage and update comprehensive risk and compliance frameworks, policies and processes; (b) identify, prioritize, monitor and manage actual and potential risks affecting the GCF; and (c) review proposed and actual GCF investments to ensure that they comply with the Fund’s policies. This role sits within the Programming Risk Unit.
Under the overall supervision of the Director of Risk Management and Compliance, the Credit and Investment Risk Consultant, reporting to the Lead Risk Specialist, is responsible for assessing funding proposals and post approval amendments and restructuring requests across regions, utilizing all financial instruments (grants, loans, guarantees, (quasi) equity) to provide an objective and independent risk views and solution-oriented advice to management and program teams to maximize the efficiency and effectiveness of GCF investments.

Duties and responsibilities

The expected tasks and deliverables may include but not be limited to:

Contribute to the refinement and development of credit and equity standards, deal acceptance criteria, risk tools and knowledge management products to ensure rigorous assessment of funding proposals and proactive management of portfolio projects.
Assess funding proposals and post approval amendments and restructuring requests, including complex, innovative and high-impact projects across regions, utilizing financial instruments (grants, loans, guarantees, (quasi) equity) to provide an objective and independent risk views and solution-oriented advice to management and program teams to maximize the efficiency and effectiveness of GCF investments.
Collaborate with other members of the DRMC, the origination and portfolio teams, and other members of the deal team, to ensure that risks and opportunities are identified and fully understood throughout the approval and portfolio management process.
Provide expert advice on risk mitigation and persuade stakeholders to improve the risk and reward profile of the funding proposals and restructuring requests.
Collaborate with the first line program teams to engage external partners, if required, to resolve specific risk related deal issues.

Deliverables include

Review funding proposals and post approval amendments and restructuring including complex requests in accordance with the Risk Management Framework of the Fund and the minimum concessionality principle in the GCF context.
Adapt the review commensurate with the risk profile and complexity of the funding proposal and amendment and restructuring requests to advance GCF’s mandate to support innovative and high-impact projects while ensuring that risk policies are adhered to.
Prepare risk assessments in materials submitted to the relevant corporate committees and board for informed decision making.

Required experience and qualifications

Master’s degree or equivalent in Economics, Finance, Business, or related disciplines is preferred; or a Bachelor’s degree with additional 2 years of relevant experience may be accepted in lieu of the Master’s degree requirement.
At least nine (9) years of relevant experience in a similar work setting (international financial institution, international bank, funds, or other similar institution).
Thorough understanding of macro-economic and political analysis, sector dynamics, financial modelling, equity valuation, legal structuring, and financial instruments and application of this understanding to the analysis of funding proposals and portfolio management.
Experience of structuring and documentation of private sector projects with various financial instruments (debt, equity, mezzanine, and guarantee) is required. Experience of fund investments is desirable.
Advanced analytical capacity including extensive experience with analytical tools and financial modeling skills.
Strong writing and communication skills and ability to work in multi-cultural environments.
Developed negotiation skills and ability to seek constructive solutions that achieve optimum risk-reward.
Ability to work independently, while adhering to the timelines and quality of deliverables.
Professional designation such as FRM or CFA is an advantage.
Professional experience in developing countries is an advantage.
Fluency in English is essential; knowledge of another United Nations language is an advantage.

Additional Considerations:

Liaison Officer for Tunisia (Remote (Remote), KR)

I. Background

Established in 2010 by the 194 countries that are Parties to the United Nations Framework Convention on Climate Change, the Green Climate Fund (GCF) serves as the world’s largest dedicated climate fund. Over the past decade GCF has financed transformative climate projects across developing countries, empowering them to respond to and combat climate change while promoting sustainable development within their communities. Today, our portfolio spans over USD 19 billion across more than 330 projects in over 130 countries, evidence of the profound impact that strategic climate finance can achieve.

As we scale toward our vision of becoming a USD 50 billion fund by 2030, strengthening national capacities remains central to our mission. GCF mobilizes public and private sector investments through a diverse financing instruments, and equips developing countries with the resources, skills, and capacities to effectively secure and manage climate financing through our Readiness and Preparatory Support Programme.

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role

The GCF Liaison Officer will act as the primary liaison between the GCF Secretariat and Tunisia, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action and, coordinating with other climate finance mechanisms (e.g., Adaptation Fund, NAMA Facility). This role entails close coordination with stakeholders relevant to the GCF and broader climate finance activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in programming, including facilitating the set up or improvement of coordination with relevant stakeholders, including those from public, private, and subnational, to ensure efficient climate finance initiatives;
To assist in accessing and implementing integrated programmes of readiness activities in the country helping Tunisia to build broader readiness for climate finance;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes;
To facilitate knowledge transfer and skill development among local stakeholders and communities; and
To broaden the scope of climate finance engagement by enabling coordination with additional multilateral and bilateral climate funds and emerging carbon market mechanisms (e.g., under Article 6 of the Paris Agreement) as part of comprehensive readiness and capacity-building efforts.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Readiness

Engage/assist the NDA in co-developing draft TOR for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1] , if and as required;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.2 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals for the public and private sector, in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Support the coordination of No Objection Letter processes in Tunisia, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat;
Assist the NDA in the organization of relevant events to showcase GCF results; and
Support the NDA in identifying opportunities for complementary financing by other climate funds (e.g., Adaptation Fund, bilateral climate funds, etc) and integrating these sources into national project pipelines, thereby leveraging additional resources alongside GCF projects.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University level degree in climate change/environmental science, climate economics/finance, engineering, project finance or a closely related discipline;
At least four years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least four years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives, as well as experience in international climate negotiations processes under the United Nations framework Convention on Climate Change;
Experience in addressing climate change issues in Tunisia, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language(s) of Tunisia, (Arabic and/or French), or other United Nations languages, is highly desirable;

VI. Assignment Details

The GCF Liaison Officer will be based in Tunis, Tunisia and will operate from the offices of the NDA and/or relevant agency.

The GCF Liaison Officer will support the NDA or relevant agency and report to the appropriate regional manager of the GCF Secretariat.

The closing date for applications is 10 April 2026, 23:59 Korea Standard Time (KST). Applications submitted after the closing date may not be considered.

The initial assignment is for the maximum of 180 working days over the period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation, subject to the continued need and available funding.

As part of their reporting obligations, the experts are expected to compile a quarterly report detailing activities conducted and results achieved, to be shared with the NDA and GCF Secretariat.

Preference will be given to nationals or residents of Tunisia for this position.

The advertised position is currently labeled as remote, however, the role is not intended to be remote-based and requires an in-person presence in Tunis, Tunisia.

Accreditation Implementation Consultants(Roster) (Remote (Remote), KR)

Objective of the Roster Pool

The GCF Secretariat is establishing a Roster Pool of Accreditation Implementation Consultants to provide on‑demand surge capacity to the Accreditation and Entity Relations Unit (AERU) and the Office of the General Counsel (OGC) during periods of increased workload.

Roster consultants will support the implementation of accreditation processes under the revised Accreditation Framework (RAF), with a particular focus on legal status reviews and accreditation cycle coordination. Consultants will work closely with the Department of Investment Services, with dual reporting lines to the Department of Investment Services and the Office of the General Counsel.

Successful candidates will be placed on a roster for potential engagement and may be called upon at short notice under individual Calls of Order, depending on operational needs and performance. Services will be delivered on a home‑based (remote) basis, with possible mission travel depending on assignment requirements.

Scope of Services

Under specific Call of Order, roster consultants may be required to perform, inter alia, the following services:

Conduct, under the supervision of an assigned counsel in the Office of the General Counsel, legal status reviews of GCF’s accreditation applicants and liaise with applicants to obtain additional information and clarifications as needed within the accreditation service standards.
Prepare for review by the supervising counsel the internal and external comments/reports indicating whether applicants have separate legal personality and capacity to enter into legal agreements with GCF.[1]
Coordinate stages of the accreditation cycle, including pre-screening, fee payment, completeness check, and Board processes.
Conduct completeness check of applications including sanctions screening and liaise with applicants to obtain additional information and clarification as needed within the accreditation service standards.
Collaborate across departments and provide timely support for the implementation of the accreditation process.
Manage accreditation data and produce analytical reports in accordance with GCF policies and procedures.

Expected Deliverables

Deliverables may include, but are not limited to:

Recommendations on pre-screening submissions and accreditation applications.
Early and clear identification of any omissions or lack of clarity in the information and documents provided by an applicant.
Accurate and timely reports which indicate whether an applicant, prima facie, has separate legal personality and legal capacity to enter into agreements with GCF and undertake activities to be funded by GCF and which cite the evidence supporting that conclusion.

Deliverables will be defined in detail in the specific Terms of Reference issued under each Call of Order.

Required Experience and Qualifications

Candidates must meet the following minimum requirements:

Law degree and at least three (3) years of relevant work experience conducting legal due diligence in cross-border transactions with a well-recognized law firm, an international financial institution and/or a development institution;
Qualified or admitted to practice law in at least one jurisdiction;
Experience working in, or working with, multiple jurisdictions and/or legal frameworks, particularly legal frameworks in developing countries;
Familiarity with GCF accreditation process is an advantage;
A self-starter and organized multi-tasker who can effectively manage multiple workstreams simultaneously, and anticipate project/partner needs to deliver services/results;
Ability to build collaborative working relationships at all levels;
Strong competence and autonomy in the use of standard software programmes, particularly, Excel, Power BI, data management/analytical software; and
Fluency in English is essential; knowledge of another United Nations language is an advantage.

Additional Considerations

Successful candidates will be included in the GCF Accreditation Roster Pool for a period of up to three (3) years with opportunity for renewal.
Inclusion in the roster does not guarantee any minimum volume of work or future engagement.
Engagements will be demand-driven, subject to performance appraisal and operational needs, up to maximum 180 days per year.
Consultants will be home-based (remote) with possible mission travel, depending on the assignment.

VI. Assignment Details

The GCF Liaison Officer will be based in San José, Costa Rica and will operate from the offices of the NDA.

The GCF Liaison Officer will support the NDA or relevant agency and report to the appropriate regional manager of the GCF Secretariat.

As part of their reporting obligations, the experts are expected to compile a quarterly report detailing activities conducted and results achieved, to be shared with the NDA and GCF Secretariat.

Preference will be given to nationals or residents of Costa Rica for this position.

The application is required to be submitted in English language.

Applications from women and citizens from developing countries are strongly encouraged.

The advertised position is currently labeled as remote, however, the role is not intended to be remote-based and requires an in-person presence in San José, Costa Rica.

If a civil servant or government employee is selected as an expert, the NDA must provide written confirmation that:

The individual will be on leave without pay and relieved of all official duties for the duration of the placement.
The expert must not receive any salary, allowances, or benefits from their public institution during the placement period, in order to avoid any duplication of remuneration.
The selected expert must fully comply with the contractual obligation to avoid any conflict of interest while carrying out the responsibilities outlined in the placement Terms of Reference
