1. Purpose

The Consultant will contribute to the delivery of the Africa Region Private Sector business plan by supporting development, reviewing, structuring, processing, and managing private sector climate investment operations across the project lifecycle.

The role applies specialised or technical knowledge that has a direct bearing on the systems, processes, and outcomes of the department's operations, and is expected to operate with sound professional judgement and a meaningful degree of independence. The Consultant will work on selected project reviews and processes as directed, or contribute as a member of project teams for more complex operations, as determined by the Manager. The role will also include responsibility for assigned portfolio operations, including annual performance reviews, disbursements, restructurings, amendments, risk monitoring, and engagement with Accredited Entities, counterparties, National Designated Authorities, and internal GCF teams.

The Consultant will be expected to balance investment quality, climate impact, country ownership, implementation feasibility, fiduciary discipline, and the protection of GCF's reputation and financial standing.

2. Key Responsibilities

2.1 Pipeline Development, Origination, and Screening

The Consultant will:

Participate in the development and and management a pipeline of private sector investment opportunities in Africa in line with departmental strategy, regional priorities, GCF's programming objectives, and the approved business plan, as directed by manager.
Identify, assess, and recommend prioritising investment opportunities involving funds, corporates, financial institutions, project finance structures, guarantees, blended finance vehicles, and other private sector instruments.
Lead or contribute to the review of concept notes, funding proposals, new scopes of Accredited Entities, and new accreditations, as requested.
Prepare independent assessments of investment rationale, climate impact, country alignment, additionality, market context, implementation feasibility, and strategic fit.
Ensure that pipeline development balances country priorities, climate ambition, private sector mobilisation, risk appetite, and delivery feasibility.
Maintain accurate pipeline records, decision trackers, and management updates, including clear escalation of material issues, bottlenecks, and prioritisation choices.
Engage proactively and diplomatically with Accredited Entities, counterparties, internal GCF teams, and other stakeholders to obtain timely feedback and maintain transaction momentum.

2.2 Transaction Review, Due Diligence, and Structuring

The Consultant will:

Participate in project review and due diligence processes for assigned operations, including financial, commercial, legal, risk, ESG, integrity, climate impact, and implementation workstreams, as directed by manager.
Undertake professional, independent assessments of the risks implied by proposed projects, including credit risk, implementation risk, fiduciary risk, climate impact delivery risk, reputational risk, and execution risk.
Analyse project investment structures, financial models, proposed instruments, pricing, risk allocation, contractual arrangements, and implementation arrangements.
Review and challenge financial models, business plans, assumptions, sensitivity analyses, downside cases, and expected mobilisation outcomes.
Review results frameworks, indicators, baselines, assumptions, reporting arrangements, and data quality.
Assess whether the proposed structure maximises climate impact, paradigm shift potential, and private sector crowding-in, while preserving appropriate fiduciary discipline.
Ensure that proposed transactions and assigned portfolio projects are structured and monitored to support delivery of agreed climate results and USP-2 objectives.
Participate in commercial negotiations with Accredited Entities, executing entities, co-investors, and other counterparties, including on pricing, risk allocation, covenants, conditions precedent, reporting requirements, and implementation arrangements, as directed by manager.
Prepare or quality-review term sheets, risk assessments, investment memoranda, documents for CIC review, approval memos, and other transaction materials.
Ensure use of the latest available templates for CIC presentations, approval memoranda, Board materials, and other relevant internal documents.
Coordinate inputs across legal, risk, ESG/safeguards, integrity due diligence, climate/impact, procurement, portfolio, country teams, and other specialist functions.
Conduct or contribute to Project Risk and Opportunities Mapping and other structured risk assessments, ensuring that conclusions are clearly documented and defensible.
support transaction processing through relevant GCF review and approval stages, including internal committee reviews, management clearance, Board submission, and post-approval processing.
Manage transaction timelines actively, including data requests, action logs, document circulation, counterpart engagement, review cycles, and approval milestones.
Support Board submission planning to help deliver the business plan and avoid unnecessary bunching of proposals.
Ensure that transaction documentation is complete, accurate, procedurally compliant, and aligned with GCF policies, templates, and information management requirements.
Draft, review, and clear correspondence with Accredited Entities, counterparties, and internal stakeholders.
Maintain well-organised transaction files and document classification in line with GCF confidentiality and document management requirements.
Contribute to internal management reporting, Board reporting, portfolio reviews, watchlist updates, external communications, and knowledge products, as applicable.
Identify lessons from origination, approval, implementation, and portfolio monitoring that can improve future project design and departmental performance.

2.3 Portfolio Management and Monitoring

The Consultant will:

Proactively support the management of assigned portfolio projects, as directed by manager.
Process major and minor changes to projects (in line with GCF’s Policy on Restructuring and Cancelation), annual performance reports, disbursement requests, waivers, amendments, restructurings, and other portfolio actions, using the appropriate approval level, template, and procedure.
Review assigned Annual Performance Reports (APRs) within agreed timelines, identifying the main drivers affecting implementation, disbursement, risk, and impact delivery.
Process disbursements within applicable timelines, including within 30 days of submission or sooner where required by the FAA, under direction of the manager.
Monitor financial performance, covenant compliance, conditions precedent, sub-allocations, disbursement forecasts, implementation progress, and emerging risks.
Keep system disbursement projections accurate and up to date.
Proactively identify projects requiring watchlist classification, restructuring, escalation, or intensified monitoring.
Liaise with Accredited Entities, executing entities, project contacts, National Designated Authorities where relevant, country focal points, relationship leads, and internal GCF departments, as directed by manager.
Manage expectations with Accredited Entities and counterparties, anticipate bottlenecks, and propose practical solutions to implementation issues.
Communicate material project issues to country focal points, relationship leads, management, and relevant internal teams, including where delays relate to country policy, AE performance, implementation constraints, or readiness needs.
Respond promptly and cooperatively to requests from other GCF departments in relation to assigned portfolio projects.

2.4 Policies, Processes, and Institutional Contribution

The Consultant will:

Participate in meetings, task forces, working groups, and inter-departmental teams, as requested by the Manager or Department Director.
Contribute to the development, refinement, and implementation of departmental tools, templates, guidance, procedures, trackers, and process improvements.
Support analysis of policy or process issues affecting private sector operations, Accredited Entity engagement, portfolio management, risk management, or investment delivery.
Participate constructively in departmental planning, pipeline prioritisation, portfolio reviews, and operational problem-solving.
Support additional tasks assigned by the Manager, Department Director, or relevant senior team members during peak delivery periods.

3. Required Qualifications and Experience

Master's degree in finance, economics, business, engineering, or a related field, with a minimum of 3 years of relevant experience; or Bachelor's degree in a related field with a minimum of 5 years of relevant experience.
Relevant experience in private sector investment analysis (e.g., development finance institution, commercial bank, investment fund, advisory, or project finance).
Strong financial analysis and modelling skills; ability to interpret financial statements and assess investment risks and returns.
Familiarity with private sector instruments (equity, mezzanine, senior debt, guarantees, and fund investments).
Understanding of climate finance and/or infrastructure, energy, nature-based solutions, or financial institution lending in emerging markets is an advantage.
Strong written and verbal communication skills in English; French and/or Portuguese is an advantage for Africa coverage.
Proficiency in Microsoft Office (Excel and PowerPoint in particular) and ability to work with document management systems.

4. Other Responsibilities

Support additional tasks as assigned by the Department Director, Manager, and relevant members of the team.
Provide ad hoc support to team deliverables during peak transaction periods, including administrative coordination linked to transactions (missions, meetings, and workshops).

Liaison Officer for Lao PDR (Re-advertisement) (Remote (Remote), KR)

I. Background

Established in 2010 by the 194 countries that are Parties to the United Nations Framework Convention on Climate Change, the Green Climate Fund (GCF) serves as the world’s largest dedicated climate fund. Over the past decade GCF has financed transformative climate projects across developing countries, empowering them to respond to and combat climate change while promoting sustainable development within their communities. Today, our portfolio spans over USD 19 billion across more than 330 projects in over 130 countries, evidence of the profound impact that strategic climate finance can achieve.

As we scale toward our vision of becoming a USD 50 billion fund by 2030, strengthening national capacities remains central to our mission. GCF mobilizes public and private sector investments through a diverse financing instruments, and equips developing countries with the resources, skills, and capacities to effectively secure and manage climate financing through our Readiness and Preparatory Support Programme.

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role

The GCF Liaison Officer will act in coordination with the NDA while providing essential support to the NDA in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including country platform, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in developing and implementing GCF country programmes, including facilitating the set up or improvement of coordination with relevant country climate stakeholders;
To assist in accessing and implementing integrated programmes of readiness activities in the country;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Country Programme

Support the development and advancement of the Lao PDR country platform following the GCF guidance for country platforms;
Support the NDA in identifying, engaging and effectively coordinating with relevant climate stakeholders[1] as part of the development, advancement and operationalization of the Country Platform.
Assist the NDA in coordinating consultative processes within the Country Platform to identify key areas for results related to the development, advancement and implementation of NDCs/NAPs/LTSs, as well as translating them into policy instruments and project/programme ideas
Assist in the development and review of updated investment plan document, which articulated the country’s needs and climate priorities, in collaboration with the NDA, Country Platform and GCF Secretariat, ensuring timely processing and incorporation of feedback; and
Facilitate and assist the NDA in the advancement of the country platform including reporting annually and identifying challenges and opportunities to discuss with the NDA and GCF Secretariat.

4.2 Readiness

Engage and assist the NDA in co-developing a draft proposal for readiness support, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [2] , if and as required;
Support the NDA through monitoring and implementation of ongoing grants and support adaptive management requests as required and ensure the coherence and complementarity of all readiness support in the country;
Support the NDA to enhance collaboration and learnings among developing countries on climate change issues, intent on heightening and broadening climate investment impact; and
As required by the NDA, contribute to midterm reviews, annual and completion reports, and final evaluation of readiness activities.

[2] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.3 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building, knowledge sharing and learning by imparting skills and knowledge to the NDA, Country Platform and relevant stakeholders to successfully develop, advance and implement climate investments or projects;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments or projects;
Assist the NDA and the Country Platform in the development and/or advancement of project ideas, concept notes and funding proposals for the public and private sector, in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University level degree in climate change/environmental science, climate economics/finance, engineering, project finance or a closely related discipline;
At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Lao PDR, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language(s) of Lao PDR, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and
Candidates must demonstrate a strong commitment to ethical standards, including integrity, transparency and accountability in all professional activities.

VI. Assignment Details

The GCF Liaison Officer will be based in Vientiane Capital, Lao PDR and will operate from the offices of the NDA.

The GCF Liaison Officer will support the NDA or relevant agency and report to the NDA on a daily basis and report to the appropriate Regional Manager (or assigned Country Focal Point) of the GCF Secretariat.

The initial assignment is for the maximum of 180 working days over the period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation, subject to the continued need and available funding.

As part of their reporting obligations, the experts are expected to compile a quarterly report detailing activities conducted and results or deliverables achieved, to be shared with the NDA and GCF Secretariat, including key action points required from the NDA and GCF and other points of interest to the NDA and GCF.

Preference will be given to nationals or residents of Lao PDR for this position.

The mission of the Green Climate Fund (GCF) is to assist developing countries in responding to climate change while bringing prosperity to their peoples.

The Green Climate Fund (GCF) is a multilateral fund established to make significant, ambitious contributions to global efforts to combat climate change. The GCF contributes to achieving the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. In the context of sustainable development, the GCF aims to promote a paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to climate change while accounting for their needs and supporting those that are particularly vulnerable to the adverse effects of climate change. The GCF is governed by a Board composed of an equal number of members from developed and developing countries.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 74 funding proposals. In addition, it has built up an extensive program to support developing countries in identifying their needs, in particular those who are most vulnerable to climate change impacts.

The Independent Evaluation Unit (IEU) of the GCF informs the decision-making by the Board, conducts periodic independent evaluations of GCF performance, and provides evaluation reports to the Conference of the Parties to the UNFCCC. It has dual learning and accountability functions within the GCF.

DESCRIPTION

The Uptake and Engagement team of the IEU is seeking to establish a roster of qualified and experienced individual external consultants for two (2) expert categories: copyediting and formatting/layout of IEU publications. Selected individuals will be contacted by the IEU for assignments when needs arise, and roster participation will be regularly reviewed and monitored.

ROSTER STRUCTURE AND LEVEL CLASSIFICATION

This call seeks to establish a roster of individual consultants for two (2) expert categories: copyediting and formatting/layout of IEU publications. Candidates may apply for the Copyediting category, the Formatting/Layout category, or both categories. Candidates applying for both categories must clearly indicate this in their application and demonstrate relevant qualifications and experience for each category.

Candidates are not required to apply separately for Level B or Level C. The GCF/IEU will determine the appropriate consultant level based on the qualifications, years of experience, and evidence demonstrated during the assessment process. Candidates may indicate in their cover letter the level they consider most aligned with their profile; however, final classification will be determined by the GCF/IEU.

Shortlisted candidates may be invited to provide work samples and/or complete assessments relevant to the category for which they applied. Candidates shortlisted for both categories will be required to provide evidence and/or complete assessments for each category separately.

DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Head of the IEU and the Evaluation Uptake Specialist, the roster consultants will contribute to the following.

A. Expert Category 1: Copyediting

• Provide high-quality copyediting and proofreading services for IEU publications, including evaluation reports, summaries, briefs, learning papers, and related knowledge products.
• Review manuscripts for clarity, consistency, grammar, spelling, punctuation, capitalization, tone, and sentence structure.
• Apply IEU editorial guidelines, style guides, and applicable referencing requirements to support publication-ready manuscripts.
• Coordinate with the responsible IEU staff member or Evaluation Uptake Specialist, report progress during the assignment, and raise questions or issues in a timely manner.
• Check consistency of UNFCCC/GCF terminology, abbreviations, acronyms, country names, place names, footnotes, citations, and cross-references.
• Identify and flag potential issues relating to references, citations, source use, copyright, or plagiarism for IEU attention, where such issues are apparent during the assignment.
• Use MS Word review functions, including Track Changes and comments, and other agreed tools required for the assignment.
• Submit edited manuscripts in MS Word with tracked changes and clear comments or notes for the IEU team and, where applicable, the roster formatting/layout experts.

1) Copyediting — Level B qualifications

Essential qualifications — minimum requirements:

• An advanced degree (Master's or equivalent) in literature, journalism, communications, publishing, English language studies, or a related field; or a first-level university degree in the same field combined with an additional four years of relevant experience.

• At least three (3) years of professional experience in copyediting, proofreading, and editing reports, publications, technical documents, and manuscripts in English.

• Demonstrated experience applying editorial style guides and quality assurance processes.

• Proficiency in MS Word, including Track Changes, comments, and document review tools.

• Ability to deliver quality work within tight deadlines and collaborate remotely with diverse stakeholders.

Essential qualifications — minimum requirements:

• An advanced degree (Master's or equivalent) in literature, journalism, communications, publishing, English language studies, or a related field.

• At least seven (7) years of professional experience in copyediting, proofreading, and editing reports, publications, technical documents, and manuscripts in English.

• Demonstrated experience copyediting complex technical, policy, evaluation, research, or development-related publications.

• Strong knowledge of editorial standards, referencing systems, publication workflows, and quality assurance processes.

• Previous experience providing copyediting services to international organizations, multilateral development banks, UN agencies, research institutions, or similar organizations.

• Ability to provide editorial advice and identify substantive consistency, formatting, citation, and publication-quality issues.

• Familiarity with independent evaluation functions within international organisations or multilateral development banks.

• Prior exposure to UNFCCC processes or the international climate finance architecture.

B. Expert Category 2: Formatting/Layout

• Provide high-quality layout, formatting, and publication production services for IEU publications, including evaluation reports, summaries, briefs, infographics, learning papers, and related knowledge products.
• Prepare polished, consistent, and publication-ready layouts in line with agreed IEU templates, branding, and assignment requirements.
• Format manuscripts using IEU standard templates and ensure consistency of headings, tables, figures, captions, page elements, references, and other publication components.
• Suggest practical improvements to existing IEU templates and, when requested, support the development of new report, presentation, or publication templates.
• Develop or adapt graphics, figures, tables, infographics, and other visuals for IEU publications and knowledge products, subject to assignment needs and applicable source, branding, and rights requirements.
• Apply IEU editorial guidelines, style guides, template requirements, and applicable referencing requirements in the layout and formatting of manuscripts.
• Coordinate with the responsible IEU staff member or Evaluation Uptake Specialist, report progress during the assignment, and raise questions or issues in a timely manner.
• Identify and flag apparent issues relating to references, citations, captions, source files, visuals, or formatting that may require IEU attention before publication.
• Use industry-standard design, layout, and publication tools required for the assignment, which may include Adobe Creative Suite, MS Office, Canva, or equivalent software.

Essential qualifications — minimum requirements:

• An advanced degree (Master's or equivalent) in graphic design, communications, marketing, branding, multimedia design, digital media, or a related field; or a first-level university degree in the same field combined with an additional four (4) years of relevant experience.

• At least three (3) years of professional experience in document formatting, publication layout, graphic design, or digital and print production.

• Demonstrated proficiency in Adobe Creative Suite, MS Office, Canva, or equivalent design and layout software.

• Experience producing professional reports, presentations, publications, infographics, or communication products.

• Ability to work under tight deadlines and collaborate remotely with multiple stakeholders.

2) Formatting/Layout — Level C qualifications

Essential qualifications — minimum requirements:

• An advanced degree (Master's or equivalent) in graphic design, communications, marketing, branding, multimedia design, digital media, or a related field.

• At least seven (7) years of professional experience in document formatting and layout, digital and print graphic design, branding, website, digital media, online print publication design, and publication design.

• Demonstrated experience formatting and designing complex publications, evaluation reports, flagship reports, policy documents, or knowledge products.

• Advanced proficiency in Adobe Creative Suite and other professional design, layout, and publishing software.

• Previous experience providing design, layout, or publication services to international organizations, multilateral development banks, UN agencies, research institutions, or similar organizations.

Desired qualifications — added advantages:

Liaison Officer for Niger (Re-advertisement) (Remote (Remote), KR)

I. Background

Established in 2010 by the 194 countries that are Parties to the United Nations Framework Convention on Climate Change, the Green Climate Fund (GCF) serves as the world’s largest dedicated climate fund. Over the past decade GCF has financed transformative climate projects across developing countries, empowering them to respond to and combat climate change while promoting sustainable development within their communities. Today, our portfolio spans over USD 19 billion across more than 330 projects in over 130 countries —evidence of the profound impact that strategic climate finance can achieve.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role

The GCF Liaison Officer will act as the primary liaison between the GCF Secretariat and the country, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in programming, including facilitating the set up or improvement of coordination with relevant stakeholders, including those from the private sector;
To assist in accessing and implementing integrated programmes of readiness activities in the country;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1 Readiness

Engage/assist the NDA in co-developing draft TOR for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including ministries of finance, sector ministries, ministries of economy, strategic planning, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and civil society organizations such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1], if and as required;
Support the NDA with adaptative management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.2 Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals for the public and private sector, in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University level degree in climate change/environmental science, climate economics/finance, engineering, project finance or a closely related discipline;
At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Niger, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in the official language(s) of Niger, or other United Nations languages, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and
Candidates must demonstrate a strong commitment to ethical standards, including integrity, transparency and accountability in all professional activities.

VI. Assignment Details

The GCF Liaison Officer will be based in Niamey, Niger and will operate from the offices of the NDA and/or relevant agency, with flexibility to work remotely, as appropriate, to support effective coordination, analytical work and engagement with stakeholders.

The GCF Liaison Officer will support the NDA or relevant agency and report to the appropriate regional manager of the GCF Secretariat.
