Liaison Officer for Viet Nam (Remote (Remote), KR)

I. Background

GCF mobilizes public and private sector investments through a diverse financing instruments, and equips developing countries with the resources, skills, and capacities to effectively secure and manage climate financing through our Readiness and Preparatory Support Programme.

The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme: GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries.These local experts will ensure continuous, effective engagement with GCF, imparting knowledge of GCF policies, systems and processes,facilitating programming development and enablingenhanced direct access to climate finance for national climate objectives.

As a GCF Liaison Officer, you will be at the frontlines of accelerating climate action in your country, bridging GCF and national institutions to unlock transformative climate investments.

II. Role:

The GCF Liaison Officer will support the NDA as the primary liaison between the GCF Secretariat and the country, providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role entails close coordination with stakeholders relevant to the GCF activities in the country to ensure their seamless execution, including programming, accreditation, readiness support conceptualisation and oversight, project preparation and implementation and other related activities.

III. Objectives:

The placement scheme aims to achieve the following objectives through the role of the GCF Liaison Officer:

To enhance the capacity of the NDA and relevant agencies to plan, develop and implement climate change adaptation and mitigation concept notes and funding proposals;
To support the NDA and/or relevant agencies in developing and implementing country programmes, including facilitating the set up or improvement of coordination with relevant stakeholders;
To assist in accessing and implementing integrated programmes of readiness activities in the country;
To raise awareness and facilitate understanding in the country of the GCF funding windows, policies and processes; and
To facilitate knowledge transfer and skill development among local stakeholders and communities.

IV. Responsibilities

The GCF Liaison officer will carry out the following responsibilities:

4.1. Country Programme

Support the update of the Mali country programme with GCF, following the GCF guidance for country programmes;
Assist the NDA in coordinating consultative processes within the country to identify key areas (and targets) for results related to the implementation of NDCs/NAPs/LTSs and developing project/programme ideas for the country programme;
Assist in the process of identifying potential partners for the implementation of the Country Programme, including potential direct access entities;
Assist in the development and review of country programme drafts in collaboration with the NDA and GCF Secretariat teams, ensuring timely processing and incorporation of feedback;
Facilitate and assist the NDA in the implementation of the country programme, including reporting annually and identifying challenges and opportunities to discuss with the NDA and GCF Secretariat; and
Any other task required from GCF HQ and related to Country Programme

4.2 Readiness

Engage/assist the NDA in co-developing the proposal for readiness support if and as needed, in close coordination with the GCF Secretariat. This is based on the medium-term strategic planning and includes outlining specific support areas, required expertise and resources to address capacity gaps effectively, ensuring alignment with national priorities;
Support the NDA in utilizing Readiness support to strengthen and update Viet Nam’s Country Programme and to advance the development and operationalization of the Country Platform, in close coordination with the GCF Secretariat and relevant national stakeholders.
Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders, including sector ministries, central banks, executing entities, the private sector, subnational entities, development partners, GCF accredited entities and relevant organizations and institutions such as women’s groups, academia, Indigenous Peoples and local communities. This approach adheres to GCF best practices for country coordination and multi-stakeholder engagement. The goal is to identify capacity gaps that inform the development and implementation of the TORs for readiness support;
Assist in completing the Financial Management Capacity Assessment (FMCA) form [1], if and as required;
Support the NDA with adaptive management requests as required; and
As required by the NDA, contribute to midterm reviews of readiness activities, and provide input for adjusting initial TORs as needed.

[1] An entity or agency that undertakes approved readiness activities is referred to as a delivery partner. For direct access, an NDA or another agency designated by the country must undergo FMCA to become a delivery partner. If readiness activities are provided by a pre-qualified GCF delivery partner, these partners will undergo the assessment as part of the prequalification process, which is conducted in accordance with GCF procurement rules and the fair and transparent open tender Request for Proposals (RfP) process.

4.3. Pipeline Development, Implementation, Monitoring and Reporting

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Support the NDA in the administrative, logistical and coordination aspects of submitting project ideas, Concept Notes and Funding Proposals, including document compilation, scheduling meetings, facilitating communication among stakeholders, and following up on procedural requirements with the GCF Secretariat and Accredited Entities, as required.
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Assist the NDA to review potential change requests and restructuring proposals, in close collaboration with the GCF Secretariat, and accredited entities;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues including change requests concerning projects and Readiness support;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualifications and Experience

The candidate should meet the following qualifications and experience:

University level degree in climate change/environmental science, economics, project management or a closely related discipline;
At least eight years of experience in policy engagement, coordination and facilitation in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change and green growth within climate change issues in Viet Nam, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;
Familiarity with the GCF and the Vietnamese institutional context, including operational mechanisms and funding modalities will be an asset;
Fluency in English is required, and proficiency in Vietnamese, is highly desirable;
Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability; and
Candidates must demonstrate a strong commitment to ethical standards, including integrity, transparency and accountability in all professional activities.

VI. Assignment Details

The GCF Liaison Officer will be based in Ha Noi, Viet Nam and will operate from the offices of the NDA.

The GCF Liaison Officer will support the NDA or relevant agency and report to the NDA focal point and the appropriate Sub-regional lead of the GCF Secretariat.

As part of their reporting obligations, the experts are expected to compile a quarterly report detailing activities conducted and results achieved, to be shared with the NDA and GCF Secretariat.

The initial assignment is for the maximum of 180 working days over the period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation, subject to the continued need and available funding.

Position Objective

The Project Preparation Facility (PPF) supports Accredited Entities (AEs), including Direct Access Entities (DAEs), and Project-Specific Assessment Approach (PSAA) Applicants to prepare high-quality GCF funding proposals through grants and consultancy services.

Role

The PPF Consultant will provide technical and operational capacity to support effective delivery of the PPF’s growing pipeline and portfolio, with a primary focus on portfolio implementation management and associated operational learning. The Consultant will support application review and approvals, legal agreement negotiation, implementation monitoring, disbursement and closure processes, adaptive management, operational improvement, stakeholder engagement and day-to-day partner support, and targeted knowledge and analytical work. The assignment will contribute to timely delivery, strengthened operational performance, and quality project preparation in line with applicable GCF standards and requirements.

Duties and Responsibilities

Support structured oversight of PPF grants and consultancy services under implementation, including legal agreement follow-up, implementation monitoring, disbursements, amendments/extensions, adaptive management and closure.
Monitor portfolio performance, identify implementation bottlenecks and risks, and coordinate with AEs, Project Leads, UNOPS/service providers and relevant Secretariat teams to support timely corrective action and delivery.
Support review and processing of new PPF applications, including applicant onboarding, pipeline reviews, interdivisional coordination and approval processes.
Contribute to operational excellence by documenting recurring issues and lessons and associated guidance, leading process improvements, quality/service standards, risk and control measures, and consistent portfolio-management practices.
Translate portfolio experience into operational learning and knowledge products; support targeted thematic analysis, stakeholder learning and knowledge dissemination.
Engage AEs, PSAA applicants, Regional/Global teams and other stakeholders on PPF access, implementation experience, capacity building and peer learning.
Provide support to PPF data, dashboards and digital systems and tools required for portfolio monitoring, reporting and management decision-making.

Required Experience and Qualifications

Advanced university degree in environmental policy, economics, finance, sustainable development, project management, engineering or another relevant field; or a relevant bachelor’s degree with additional qualifying experience.
At least nine (9) years of relevant professional experience in project development, implementation, portfolio management, climate finance or related operational work.
Demonstrated ability to design, monitor implementation, identify delivery risks and bottlenecks, coordinate multiple stakeholders and support timely resolution of operational issues of both private and public sector projects and programmes.
Strong analytical, organizational and problem-solving skills, with the ability to manage multiple workstreams and maintain attention to detail.
Ability to build collaborative working relationships across multicultural and multidisciplinary teams and with external partners.
Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.
Strong IT awareness and proficiency with Microsoft Excel and PowerPoint; experience with dashboards, Power BI/Tableau, data-management or portfolio-management systems is an advantage.
Experience in climate finance, international organizations, multilateral development institutions or GCF operations is an advantage.

Department Introduction

This Terms of Reference covers consultancy assignments across all four of GCF’s regional Departments - Africa; Asia-Pacific; Eastern Europe; Central Asia and Middle East ; and Latin America and the Caribbean. These Departments work on origination, pipeline development, and portfolio management across public and/or private sector investments. Consultants engaged under this ToR support leading investments end to end and drive transformative climate adaptation and mitigation impact. Assignments may support any one of the four regional Departments, or work across several of them, according to portfolio need and the Consultant’s experience for an initial period of six (6) calendar months.

Position Objective

The Climate Investment Consultant is responsible for leading operational, analytical, and coordination work across the investment cycle in one of GCF’s four regions, and for driving the development and execution of GCF’s public and private sector portfolios. Reporting to and under the guidance of the relevant Regional Manager, the Consultant acts as project lead on complex, high-value transactions, owning project preparation, financial structuring, due diligence, portfolio monitoring, and investment pipeline development from origination through to approval and implementation. The role carries full autonomy in assessing proposals and can represent GCF with Accredited Entities (AEs).

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

1. Investment, Analytical, and Technical Responsibilities

Lead the review of concept notes, funding proposals, term sheets, financial models, and due diligence materials in alignment with GCF policies and the investment framework
Act as transaction lead on complex, high-value and precedent-setting deals, owning structuring, negotiations, risk identification, and internal review processes end to end, including support to presenting to the Investment and Operations Committees.
Assess strategic alignment, risks, barriers, and financial sustainability, and make and defend clear investment recommendations to senior decision-makers.
Direct and quality-assure the building of financial models and scenario analyses used for structuring, pricing, tracking portfolio performance, and evaluating investment returns.
Provide senior technical guidance on the full suite of GCF financial instruments - grants, loans and/or equity, guarantees.
Oversee the integrity and interpretation of quantitative and qualitative portfolio data supporting performance monitoring, reporting, and risk assessments.

2. Project & Portfolio Management

Own the project cycle for an assigned portfolio, ensuring timely and accurate progression through internal and external stages of review, approval, and implementation.
Lead cross-divisional review with internal counterparts (Legal, Risk, E&S, Gender, Portfolio Monitoring, Regional Teams), resolving competing comments and securing alignment.
Lead adaptive management appraisal and transaction where project changes are needed
Complete Disbursements in an agreed timeline.
Review Annual Performance Reports (APRs), disbursement requests, and project performance data, diagnosing issues and deciding on remedial action.
Act as GCF’s point of contact with AEs, NDAs, DFIs, MDBs, and other partners across the full investment cycle.

3. Engagement & Stakeholder Management

Convene and direct domain experts, integrating their inputs into investment assessments.
Own relationships with project counterparts, including supporting negotiations on commercial terms and structuring.
Support negotiation and drafting of term sheets, financial instruments, and legal documentation with internal and external parties.
Drive upstream engagement with Regional Teams across all regions, advising AEs and countries on financial structuring and investment design.

4. Research, Strategy & Knowledge Contributions

Direct market and sector research to shape pipeline development, origination, and strategic prioritization.
Author thematic briefs, case studies, and lessons learned that set OCIO practice and investment strategy, transferring insight between regions.
Participate in OCIO initiatives on green finance policy, investment frameworks, and financial innovation aimed at expanding the pipeline and improving execution efficiency.

Deliverables

The Consultant will be expected to produce the following deliverables, with timing and prioritisation agreed with the Regional Manager according to the assigned portfolio and regional work programme:

Completed technical, financial, risk, and strategic assessments of assigned concept notes and funding proposals, including clear recommendations for internal review, committee consideration, and Board approval where applicable.
High-quality due diligence packages, investment memoranda, term sheets, financial models, scenario analyses, and supporting documentation for assigned transactions.
Timely management of assigned projects through the GCF project cycle, including coordination of internal comments, resolution of review issues, and maintenance of accurate pipeline and portfolio records.
Portfolio monitoring outputs, including analysis of Annual Performance Reports, disbursement requests, implementation risks, remedial actions, and performance trends across the assigned portfolio.
Committee and management materials, including presentations, briefing notes, decision records, and follow-up actions for Investment Committee, Operations Committee, regional management, and other internal review processes.
Documented engagement with Accredited Entities, National Designated Authorities, development finance institutions, multilateral development banks, and other partners, including records of negotiations, agreed next steps, and advice provided on structuring and investment design.

Required Qualifications and Experience

Master's degree in Finance, Economics, Business Administration, Environmental Management, Development Finance, or related field; or Bachelor's degree in a relevant discipline, combined with an additional two (2) years of relevant professional experience, may be accepted in lieu of an advanced degree.
Minimum three (3) years of relevant professional experience in investment analysis, climate finance, development finance, project finance, or portfolio management, including a substantial track record as project or transaction lead.
Demonstrated experience leading the structuring and execution of investment instruments (equity, debt, guarantees, grants), including complex or blended structures.
Expert analytical skills including financial modelling, risk analysis, and portfolio diagnostics, with the ability to quality-assure the work of others.
Proven project leadership, with a track record of leading multi-disciplinary teams and multiple concurrent workstreams to deadline without supervision.
Substantial experience working in or with DFIs, MDBs, investment funds, or climate finance institutions is strongly preferred; experience across more than one developing-country region is an advantage.

Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to successfully develop, advance and implement climate investments;
In coordination with the GCF Secretariat, provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies, procedures and instruments to successfully develop, advance and implement climate investments;
Assist the NDA in the development of project ideas, concept notes and funding proposals for the public and private sector, in close collaboration with the GCF Secretariat, the NDA and accredited entities;
Assist the NDA to facilitate stakeholder discussions to gather necessary information throughout the project cycle stages;
Support the coordination of No Objection Letter processes in country, ensuring timely communication with Accredited Entities and promptly informing the GCF Secretariat of any potential issues;
Support the NDA to maintain regular communication with accredited entities to report to the GCF Secretariat and help resolve any issues that may arise during the implementation of GCF investments in the country;
Support the NDA and relevant agencies with the preparation of country portfolio results reporting as required by the GCF Secretariat; and
Assist the NDA in the organization of relevant events to showcase GCF results.

V. Qualiications and Experience

The candidate should meet the following qualifications and experience:

University level degree (master or Phd) in climate change/environmental science, climate economics/finance, project finance or a closely related discipline;
At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation;
Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing climate change and creating enabling environments for climate investment;
At least five years of experience in successfully developing climate change investment proposals, showcasing expertise in crafting compelling and impactful funding applications, including monitoring and evaluation of climate change initiatives;
Experience in addressing climate change issues in Togo, providing a deep understanding of the local context and challenges;
Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups;
Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences;

Regional Presence Project Management Support Consultant (Incheon, South Korea (ICN), KR)

Background:

The Green Climate Fund is the world’s largest dedicated multilateral climate fund, serving as the climate finance partner of choice for developing countries. We invest in impactful, innovative and catalytic programmes and projects that deliver practical climate solutions where they are needed most.

As GCF marks a decade of climate action, its achievements demonstrate a sustained commitment to global climate finance. Since approving its first project in Peru’s Amazon basin in November 2015, GCF has grown to a portfolio exceeding USD 19 billion, comprising more than 330 projects across over 130 developing countries. This experience informs an ambitious transformation agenda to make climate finance more responsive to country needs, faster to access and more impactful at scale.

GCF aims to become at least a USD 50 billion fund by 2030. Its transformation is rooted in impact and efficiency, improved access, a focus on the most vulnerable, and mobilization of public and private financial flows for climate action. GCF’s scale, risk appetite and flexibility enable it to convene partners and stakeholders in innovative arrangements for greater impact.

The Fund seeks to engage a Regional Presence Project Management Support Consultant to join its team at headquarters in Songdo, Republic of Korea, for a period of twelve (12) months. The assignment will support project mobilization and sustained implementation; integrated planning and scheduling; the establishment and administration of governance and project control arrangements; the development and maintenance of common readiness frameworks and location checklists; active implementation support for priority workstreams and locations; and the progressive transition of established processes and records to steady-state owners.

Objective and expected outcome

The objective of the consultancy is to provide practical project management and coordination support throughout a twelve-month period of Regional Presence implementation. The Consultant will help maintain accurate plans, schedules, trackers, meeting records and management information so that project workstream owners and GCF management have a current view of activities, deadlines, dependencies, risks, decisions, costs and readiness requirements. The assignment will support the progression of priority workstreams and locations from mobilization through implementation, operational launch where applicable, stabilization and planned transition to steady-state ownership. By the end of the assignment, GCF should have well-organized and up-to-date project records, embedded common tracking and reporting tools, documented lessons learned, and a clear handover and transition package to support continued implementation and operations.

Role

GCF is establishing Regional Presence through offices in Panama City, Amman, Nairobi, Abidjan and Suva. This enterprise-wide initiative will introduce a geographically distributed operating model and requires coordinated implementation across governance, Host Country Agreements, organizational design, workforce mobility, finance, procurement, facilities, information technology, safety and security, risk and controls, business continuity, communications and change management. Implementation will be phased from preparatory work and host country negotiations through office establishment, staff deployment, commencement of operations, stabilization and transition to steady-state ownership.

The Consultant will report to the Manager of General Services, in their capacity as the Regional Presence Project Manager, hereafter referred to as the Project Manager. The Consultant will provide hands-on project management assistance to help organize, monitor and follow up approved workstream plans and readiness requirements. During the twelve-month assignment, the Consultant will support project mobilization and sustained implementation, maintain core planning and tracking tools, coordinate routine inputs and follow-up, support periodic planning and review cycles, and keep project records current and accessible. The Consultant will assist with visibility of progress, dependencies, risks, decisions, costs and readiness across the five locations and relevant GCF functions, and will support the progressive handover of established processes and records to designated owners.

The assignment is intended to support a twelve-month implementation period but is not expected to complete every element of the full Regional Presence lifecycle, which may extend beyond the consultancy. The Consultant will have no authority to approve readiness, accept risk, authorize deployment, commit GCF, approve expenditure or assume responsibilities assigned to GCF management or functional owners. The assignment requires a full-time onsite presence at GCF Headquarters in Songdo, with authorized travel to Regional Presence locations if required.

Duties and responsibilities

The Consultant will provide the following services, together with closely related support reasonably required for the assignment:

Assist in preparing and updating the Regional Presence Master Implementation Plan and integrated schedule using information provided by workstream owners.
Maintain the master plan, schedules, registers, dashboards and supporting records in GCF-designated systems, including Asana where applicable, and avoid creating parallel systems of record unless authorized by the Project Manager.
Record approved activities, milestones, deliverables, owners, deadlines and dependencies in the relevant project tools; issue routine reminders; and refer material or persistently overdue actions to the Project Manager.
Help maintain visibility of critical activities across Host Country Agreements, premises, procurement, technology, finance, workforce mobility, safety and security, communications and operational launch.
Coordinate routine inputs from workstream leads and location focal points, organize follow-up and bring unclear ownership, missing information or conflicting deadlines to the attention of the Project Manager.
Provide meeting and governance support, including scheduling, agendas, presentation materials, minutes, action records and follow-up correspondence.
Update risk, issue, dependency, assumption, decision and change-control registers based on information and direction provided by responsible GCF owners.
Maintain decision-gate and readiness trackers, ensuring that required actions, owners, due dates, supporting evidence, functional sign-off and status updates are recorded consistently.
Support the preparation and use of standardized location readiness checklists covering legal, premises, security, healthcare, information technology, business continuity, operational controls, banking and local support requirements.
Compile readiness inputs and supporting documents submitted by designated technical owners, identify missing information and flag blockers or unresolved dependencies for review. The Consultant will not assess technical adequacy or certify compliance; relevant functional owners will validate and sign off their requirements.
Maintain host-country and location trackers covering Host Country Agreement milestones, host country actions, missions, premises and service-establishment milestones.
Assist in consolidating available implementation cost, commitment, forecast and resource information provided by Finance and other responsible functions.
Update the project dashboard and prepare draft status reports showing progress, upcoming milestones, overdue actions, key risks and matters requiring attention.
Prepare draft presentations, briefing materials and summary notes for review by the Project Manager.
Organize project files, maintain version control and support preparation of lessons learned and handover documentation.
Promptly flag material gaps or inconsistencies in source information to the Project Manager. Workstream leads and functional owners remain responsible for the accuracy, completeness and timely submission of their information.

Key deliverables and indicative timing

Mobilization package — initial twelve-month workplan, stakeholder contact list, information request, baseline delivery calendar and project-file structure, within two weeks of commencement.
Implementation tracking package — maintained master plan, integrated schedule, milestone calendar, responsibility matrix and action tracker, with initial versions within four weeks and updates throughout the assignment.
Risk and readiness tracking package — maintained risk, issue, dependency, assumption and decision registers, together with readiness trackers and an evidence index, with initial versions within eight weeks and updates throughout the assignment.
Monthly reporting and governance support package — updated dashboard, status report, meeting records, decision and action summaries, and briefing materials, produced each month or in accordance with the agreed governance calendar.
Quarterly implementation review package — consolidated review of progress against the master plan, critical-path milestones, resource and cost information, key risks and dependencies, readiness status and priorities for the following quarter, submitted at the end of each quarter.
Mid-term review and forward plan — assessment of the first six months of implementation support, including achievements, outstanding gaps, lessons learned and a refreshed workplan and schedule for the remaining assignment period, submitted by the end of month six.
Final handover and transition package — current editable project files, status of all milestones and registers, outstanding-action summary, ownership and transition matrix, lessons-learned note and recommendations for continued implementation or steady-state management, submitted before completion of the assignment.

Scope boundaries

The Consultant will not make technical, contractual, financial, personnel, security or procurement decisions; commit GCF to any course of action; approve expenditure; certify readiness; or represent GCF without prior authorization. All technical conclusions, sign-offs and approvals remain with designated GCF officials.

Performance management

Performance will be assessed throughout the assignment, including through periodic reviews aligned with the agreed workplan and deliverables. Assessment will be based on the timeliness, accuracy and organization of assigned project-support outputs; responsiveness to requests and follow-up actions; maintenance of current records and trackers; quality of meeting, governance and reporting support; effective collaboration with the Project Manager, workstream owners and focal points; and the quality of knowledge transfer, handover and transition support.

Essential qualifications and experience

A recognized program or project management qualification (e.g., PMP, PgMP, PRINCE2, PMI-ACP, AgilePM).
Eight (8) to ten (10) years of relevant professional experience in project coordination, project management, project administration, implementation support or a closely related field.

Department Introduction

This Terms of Reference covers consultancy assignments across all four of GCF’s regional Departments -Africa; Asia-Pacific; Eastern Europe; Central Asia and Middle East ; and Latin America and the Caribbean. These Departments work on origination, pipeline development, and portfolio management across public and/or private sector investments. Consultants engaged under this ToR support leading investments end to end and driving transformative climate adaptation and mitigation impact. Assignments may support any one of the four regional Departments , or work across several of them, according to portfolio need and the Consultant’s experience for an initial period of six (6) calendar months.

Position Objective

The Climate Investment Restructuring Principal is a specialist role focused on already-approved Funded Activities whose implementation is off track. The Consultant leads the analytical, operational and coordination work required to diagnose why a project is underperforming and the need to restructure it, through Change Requests, work-outs or adaptive management measures, so that it returns to plan and delivers the climate impact results committed at approval. Reporting to and under the guidance of the relevant Regional Manager, the Consultant acts as project lead on complex, high-value restructurings, owning problem diagnosis, financial re-structuring suggestions, revised due diligence, remedial-action planning suggestions and close performance monitoring through to implementation of the agreed fix. The role carries full autonomy in assessing restructuring proposals and can represent GCF with Accredited Entities (AEs) on distressed and underperforming projects.

Under the guidance of the Regional Manager, the Climate Investment Restructuring Principal is expected to make crucial contributions to the efficient and effective management of Funded Activities that undergo Change Requests or Restructurings, ensuring problem projects are brought back on track rather than allowed to stall or to fall short of their approved climate impact. S/he will work in close collaboration with GCF Programming staff, risk and compliance specialists, legal counsel, environmental and social specialists and finance specialists to design and agree workable remedies with Accredited Entities.

Duties and Responsibilities

Undertake the processing of complex Change Requests and/or Restructurings of Funded Activities to resolve implementation challenges and/or include adaptive management measures as required. This also includes supporting Regional Manager in presenting and defending Change Requests and/or Restructurings within internal committees and ultimately to the Board, as appropriate in the case of Major Changes.
Proactively engage Department’s Team and GCF Management on appropriate corrective measures and approaches to address emerging implementation challenges in Funded Activities. This also includes enhancing on-site implementation with a view to achieving expected performance and results.
Support in Leading, coordinate and contribute to updating and improving portfolio management functions, strategies and approaches for improving the performance of projects that are off-track. This also includes support in strengthening and standardising restructuring/work-out operating procedures and processes in response to evolving and varied institutional and client needs and contexts.

Deliverables

The Consultant will be accountable for the following deliverables, in respect of each Funded Activity assigned:

Restructuring diagnostic and options note -a written assessment of why implementation is off track (root causes, financial, technical, E&S, fiduciary and capacity factors), setting out viable remedial options with a recommended course of action, submitted within an agreed period of assignment to each case.
Change Request / Restructuring packages -complete, quality-assured submissions prepared in line with GCF policies and procedures, together with the Regional Manager presented and defended within internal committees and, in the case of Major Changes, to the Board.
Revised project structure and financial analysis-updated financial structuring, models, instrument terms and risk analysis reflecting the restructured transaction, including any re-baselined climate impact and results framework.
Remedial action / recovery plans - agreed with the Accredited Entity and executing partners, specifying corrective measures, responsibilities, timelines and performance triggers for bringing the project back on track.
Amended legal and contractual documentation inputs - technical inputs to legal counsel for amendments to Funded Activity Agreements and related documents, through to signature.
Portfolio performance monitoring and escalation reporting -periodic (monthly or quarterly, as agreed) reporting on the status of assigned at-risk projects, progress against recovery plans, residual risks, and timely escalation to the Regional Manager
Mission and engagement reports - back-to-office reports and follow-up actions from missions, AE engagements and negotiations undertaken in connection with assigned cases.
End-of-assignment report - a consolidated account of cases handled, restructuring outcomes achieved, climate impact results safeguarded or restored, and recommendations for the portfolio.

All deliverables are to be produced in English and submitted to the Regional Manager for review and acceptance.

Required Qualifications and Experience

Master's degree in Finance, Economics, Business Administration, Environmental Management, Development Finance or a related field; or a Bachelor's degree in a relevant discipline with two (2) additional years of relevant experience.
Minimum seven(7) years of relevant experience in public and/or private sector projects/programmes, investment analysis, climate/development finance, project finance or portfolio management, with a substantial track record as project or transaction lead.
At least 3 years leading the structuring, execution and restructuring of investment instruments (equity, debt, guarantees, project finance, grants), including complex or blended structures and workouts negotiated in challenging or sensitive contexts.
Expert analytical, problem-solving and negotiation skills - financial modelling, risk analysis and portfolio diagnostics - with the ability to quality-assure others' work and deliver under pressure.
Proven leadership of multi-disciplinary teams and multiple concurrent workstreams to deadline without supervision.

Duties and Responsibilities

The consultant will work under the supervision of the Regional Manager and support the Regional Team in the following areas:

The consultant will:

Support ongoing country engagement and pipeline development activities across the Region’s portfolio.

Consultants must adhere to GCF's ethics and conflict of interest policies.
Consultants working for GCF-accredited entities or project-executing entities will not be eligible to review proposals from their affiliated organizations.
All Consultants will sign confidentiality and ethics agreements.

Application Process

The closing date for application is 18 October 2026, 23:59 (KST). Applications submitted after the deadline may not be considered.
The individual(s) assessed by the Selection Panel as most suitable for the position will be proposed for appointment. Selection among short-listed candidates will also take into account performance at interview, appropriate testing, and references.
Applications from women and nationals of developing countries are strongly encouraged.
Please indicate the Region(s) in order of preference that you are best qualified to support -candidates may be considered for any or all regions; and indicate possibility to work either as a Remote or as an Headquarter (Incheon-Songdo) based consultant(GCF contributes to relocation and housing costs in South Korea).
